05-882Council File # 05-882 RESOLUTION CITY OF SAINT PAUL, MINNESOTA Presented Referred To GreenSheet# 30Z8098 Committee Date 1 VJI�REAS, the Saint Paul Skyway System was constructed to allow safe, comfortable foot tr�c between 2 buildings in downtown Saint Paul; and 3 WHEREAS, the design of the skyways is intended to give waikers a view of the city and an opportunity to orient 4 themselves as they travel across streets and through buildings; and 5 WHEREAS, the skyways are carefully designed to blend in and not detract from the azchitecture of surrounding 6 buildings; and 7 WHEREAS, banners and promotional signs conflict with these basic purposes and should be uncommon, time 8 limited and restricted to special occasions; and 9 WFIEREAS, the Office of the City Attorney recommends that prospective amendments to the Zoning Code be 10 studied by the Planning Commission before further action is taken by the City Council; 11 TIIEREFORE, BE IT RESOLVED, that the City Cottncil requests that the Planning Commission study the 12 following proposed amendments to Chapter 64 of the I,egislative Code, and make its recommendation back to the 13 City CounciI by November 2, 2005. 14 Section 1 15 Proposed amendments to skyway banners in sign code: 16 1. Permitted: Only £or charitable organizations and events and for public service announcements. 17 2. Prohibited: Government entities and business advertisements, including products and for- product 18 businesses. 19 3. Non-profiYs could advertise for specific events if the banner was kept up for no more than thirty (30) days per 20 event and a m�imum of three (3) times a yeaz. 21 4. Commercial sponsors can put their logo(s) or name(s} on a legally pernvtEed banner on no more than 5% of 22 the banner. 23 5. The bottom of the banner will not be higher than the bottom of the skyway bridge, no more than 3' in heights 24 and 40' in length. 25 6. The length of time far the banner will be limited to no more than thirty (30) days. O5'$8d� 1 Section 2 2 Proposed amendment to the light pole banners: 3 1. Pernutted only for charitable non-profit or government groups, not for business advertisement. 4 2. Commercial sponsors aze allowed to put the name(s) or logo(s) on no more than 10% of the total square 5 footage. 6 3. The length of time for any banner advertising an event will be limited to tlurty (30) days per event, not to 7 exceed ninety (90) days in any calendar year. 8 4. There will be no time limit far neighborhood identification banners, although they must be removed when 9 signs begin to show weaz.
