ESTIMATE OF FEDERAL GRANT
SUPPORTING DATA
1. REAL ESTATE PURCHASES
The Authority has identified 43 properties which are
likely to be acquired. A list of these properties
was submitted to the Authority's Real Estate Acquisi-
tion office, who has recently completed the acquisi-
tion of the properties in the Capital Centre Project,
Minn. R -20, located within one - quarter mile of the
Project. As a result of these past acquisitions, it
is the feeling of the Authority that he is most fam-
iliar with property values in the area, and is well
qualified to estimate the acquisition costs of prop-
erties which would be involved in the Project. The
Authority's Real Estate Acquisition supervisor ex-
amined each property in the field and estimated the
cost of each of these properties on an individual
basis. The composite of all of the real estate pur-
chases identified in the preliminary survey of the
condition of properties amounts to $3,123,500. $3,123,500

Past experience of the Housing and Redevelopment Authority
has indicated that commercial buildings in such a downtown
area can be removed (with some basement filling where neces-
sary) for approximately 6¢ per cubic foot. Since the Struc-
tures within this area contain approximately 2,5100000 cubic
feet, the cost of demolition is estimated at $150,600.

The cost of these improvements have been estimated by the
City of Saint Paul, Department of Public Works (see at-
tached memo).

Contracts will be let for several planning
activities, as follows:
(a) The project area is on the edge of the
CBD at a point where major traffic
arteries, including the Interstate
Freeway and the Shepard Road highway,
converge on the downtown area. The
City recognizes the necessity for
increased capacity and better con-
nections through the project area
to the core. Additionally, proposed
redevelopment will result in vastly
increased traffic concentration
generated within the project. It
is proposed to study these situations
and to develop a program of project
improvements consistent with the
demands of project redevelopment and
the future of the project area as a major
entry into the core and the Downtown
Urban Renewal Project.
(b) A contract will be entered into with
the Public Works Department of the
City of Saint Paul for engineering
and cost estimating services for project
improvements within the project area.

RESOLUTION APPROVING UNDERTAKING
OF SURVEYS AND PLANS FOR A REDEVELOPMENT
PROJECT, DESIGNATED AUDITORIUM PROJECT,
AND APPROVING AN APPLICATION FOR SURVEY AND
PLANNING ADVANCE
WHEREAS, under Title I of the Housing Act of 1949, as aue nded (herein referred
to as "Title I "), the Secretary of the Department of Housing and Urban Development
is authorized to extend financial assistance to local public agencies in the elimi-
nation and prevention of the spread of their slums and urban blight through the
planning and undertaking of urben renewal projects; and
WHEREAS Title VI of the Civil Rights Act of 1964, and the regulations of the
Department of Housing and Urban Development effectuating that Title, provide that
no person shall, on the ground of race, color, or national origin, be excluded from
participation in, be denied the benefits of, or be subjected to discrimination in
the undertaking and carrying out of urban renewal projects assisted under Title I
of the Housing Act of 1949, as amended; and
WHEREAS, there has been submitted to and reviewed at this meeting a Survey
and Planning Application, Auditorium Project, Saint Paul, Minnesota, and the Com-
missioners have further considered the following documents:
1. Project Area Report, dated December 1966, prepared by the
Housing and Redevelopment Authority of the City of Saint
Paul, Minnesota;
2. Central Business District Community Plan Report No. 7, dated
December 1958, and Central Business District Community Plan
Report No. 14, dated June 1963, prepared by the Planning
Board of the City of Saint Paul, Minnesota; and
3. Market Potential And Financial Feasibility Analysis Proposed
Addition to Civic Center, dated September 1966, prepared by
Real Estate Research Corporation.
WHEREAS it is desirable and in the public interest that the Housing and Redevelop-
ment Authority of the City of Saint Paul, Minnesota make surveys and prepare plans,
presently estimated to cost approximately One Hundred Twenty -Nine Thousand Four Hundred
Eighty -Seven Dollars ($129,487.00), in order to undertake and carry out an N "rban renewal
project of the character contemplated by Section 110(c) of Title I, in that area proposed
as an Urban Renewal Area, situated in the City of SAint Paul, County of Ramsey, and State
of Minnesota, which is described as follows:
Beginning at the point of intersection of the northerly right -of-
way line of W. Fifth Street Oith the easterly right -of -way line
of Washington Street, then southerly along said line of Washing-
ton Street (projected) to the point of intersection with the
southeasterly right -of -way line (projected) of Hill Street, then
southwesterly along said line to the point of intersection with
the southwesterly right -of -way line (projected) of Eagle Street,
then northwesterly Along said line to the point of intersection
with the northwesterly right -of -way line (projected) of West
Seventh Street, then northeasterly along said line to the point
of intersection with the northerly right -of -way line of West
Fifth Street, then easterly along said line to the point of
intersection with the eastern right -of Tway line of Washington
Street which is the point of beginning.
NOW THEREFORE, BE IT RESOLVED BY THE COMMISSIONERS OF THE HOUSING AND REDEVELOP -,
MENT AUTHORITY OF THE CITY OF SAINT PAUL, MINNESOTA:
1. That the proposed Urban Renewal or Redevelopment Area described above is a
slum, blighted, deteriorated, or deteriorating area appropriated for an urban renewal
project, that the development of such Area for predominantly nonresidential uses is
necessary for the proper development of the community, and that the undertaking by
the Housing and Redevelopment Authority of the City of Saint Paul, Minnesota of
surveys and plans for an urban renewal project of the character contemplated by
Section 110(c) of Title I in the proposed Urban Renewal Area is hereby approved.
2. That the financial assistance available under Title I is needed to enable the
Housing and Redevelopment Authority of the City of Saint Paul, Minnesota to finance
the planning and undertaking of the proposed Project.
3. That it is cognizant of the conditions that are imposed in the undertaking
and carrying out of urban renewal projects with Federal financial assistance under
Title I,including those relating to (a) the relocation of site occupants, (b) the
provision of local grants -in -aid and (c) the requirement that the locality present
to the Department of Housing and Urban Development,. as a prerequisite to approval
of the application described below, a workable program for community improvement,
as set forth in Section 101(c) of Title I, for utilizing appropriate public and
private resources to eliminate and prevent the development or spread of slums and
urban blight.
4. That the United States of America and the Secretary, Department of Housing
and Urban Development be, and they hereby are, assured of full compliance by the
Housing and Redevelopment Authority'of the City of Saint Paul, Minnesota with regu-
lations of the Department of Housing and Urban Development effectuating Title VI of
the Civil Rights Act of 1964.
5. That it is the sense of this body (a) that a feasible method for the relo-
cation of individuals and families displaced',from the Urban Renewal.Area; in conformity
with the requirements of Title I, can be prepared, and (b) that local grants -in -aid can
and will be provided in an amount which will be not less than one -third of the Net
Project Cost of the Project and which, together with the Federal capital grant, will
be generally equal to the difference between Gross Project Cost and the proceeds or
value of project land sold, leased, or retained for use in accordance with the urban
renewal plan.
6. That the filing of an application by the Housing and Redevelopment Authority
of the City of Saint Paul, Minnesota for an advance of funds from the United States
of America in an amount not to exceed One Hundred Twenty -Nine Thousand Four Hundred
Eighty -Seven Dollars ($129,487) for surveys and plans for an urban renewal project
in the proposed Urban Renewal Area described above is hereby approved, and that the
Executive Director is hereby authorized and directed to execute and file such appli-
cation with the Housing and Home Finance Administrator, to provide such additional
information and to furnish such documents as may be required by the Administrator,
and to act as the authorized representative of the Housing and Redevelopment Author-
ity of the City of Saint Paul, Minnesota.

J. - Environmental Deficiencies
1. Overcrowding of structures on the land exists in certain of the blocks
where commercial buildings abut one another without adequate provision
for off - street service to the buildings.
2. Excessive dwelling unit density exists to the extent that buildings con-
taining dwelling units are totally devoid of any land area for outdoor
residential activities. Further land area is not available for off - street
parking to serve residents of the dwelling units.
3. Conversion of one commercial structure to residential use has occurred,
resulting in ground floor dwelling units located at the property line on
a downtown commercial street.
4. Several buildings are designed and used for marginal light industrial uses\
and receive little or no exterior maintenance. Such conditions constitute
a blighting influence in an area only two blocks removed from the Central
Business District core. Other obsolete building types such as small tri-
angular- shaped buildings have resulted from the street system in the area.
5. All the structures containing residential uses are of mixed use and repre-
sent a detrimental land use. While originally designed to accommodate
dwellings on the upper floors with ground floor commercial uses, the dwell-
ing units so provided are incapable of meeting current criteria for stand -
and dwelling units. They completely lack residential amenities, as noted
in #2 above. Other incompatible uses exist within the area, including a
garage and retail tire store on Washington Street, which is totally incom-
patible in use and building type with the public and semi - public uses sur-
rounding it. Land uses incompatible with and detrimental to this downtown
area include several auto repair garages, body shops, welding shops, etc.,
which create noise, fumes, and smoke, and which constitute an adverse in-
fluence on the adjacent downtown core area.
6. The western portion of the project area forms a part of the "Seven Corners"
area where five streets intersect. Such a street pattern causes serious
traffic congestion that is expected to become worse as the freeway system
is completed and concentrates core -bound vehicles through the project area.

1. SELECTION OF AREA AND BOUNDARY DELINEATION
A:. Selection of Area
The proposed area is at the southwestern edge of the Central
Business District and is comprised of a major use, the Municipal
Auditorium, surrounded by a number of mixed uses including semi-
public, commercial, light industrial, and residential. The Audi-
I
torium and several other semi- public uses are located in the eastern
portion of the area, and these uses are becoming increasingly re-
lated to and important to the downtown core area where the Down-
town Urban Renewal Project, Minn. R -20, is presently in execution.
The western portion of the area is similar in nature to a larger
area extending north and west and containing uses no longer con-
sistent with the growing intensity and character of use in the
downtown. The area, encompassing some 25 acres, is of a size and
location within the downtown area that permits comprehensive treat-
ment within the context of the downtown as a total unit.
The Municipal Auditorium, part of which was built in 1906 and
part in 1931, is no longer adequate to meet the needs of an expand-
ing downtown economy or to serve adequately the needs of the City
as a whole. The City of Saint Paul has recognized that the ulti-
mate success of the Downtown Renewal Project is attracting major
new users is at least partially dependent upon the availability of

an adequate, modern, and well located Auditorium facility incliiaini
first -class exhibition space. Therefore, the City is developing
plans for major expansion and remodeling of the Auditorium facility,
and this expansion will have a pronounced effect upon its environs
that can best be accommodated through a renewal program. The ex-
pected increase in traffic concentrations in the area resulting
from Auditorium expansion, coupled with the location of this area
as a major entry point into the downtown core, calls for a compre-
hensive and coordinated approach to the future redevelopment of
the area.

The existing structures and uses within the area are for the
most part residue from a different era and scale of downtown than
exists today. The structures are small, lack adequate services,
are incapable of conversion, and house uses that today, and increas-
ingly in the future, are inappropriate to an area this close to the
downtown core. Substandard building conditions and other building
and environmental deficiencies as identified elsewhere in this ap-
plication are common throughout the area.
B. Boundary Delineation
The project boundaries are delineated by major streets and land
use patterns. Seventh Street is a major artery into the downtown
core, and forms the northwestern boundary. A major existing use,
the offices of the Saint Paul Insurance Companies, is located north
of Fifth Street, and forms a logical boundary to the northeast, Pub-
lic uses, including Rice Park and the Public Library, form the eastern
boundary. Portions of Hill and Eagle Streets form the southeastern
and southwestern boundaries. These streets abut larger industrial
uses located below the Kellogg Boulevard bluff area. The blocks be-
tween Kellogg Boulevard and Hill and Eagle Streets form part of the
transition between the bluff area and the lower area, and future use
of the area will be oriented toward uses occurring on the bluff area.
Proposed project improvements will be made in this area and such pro-
ject improvements will facilitate traffic flow generated by uses
within the project area. The inclusion of this under - developed area
and proper planning for its re -use will insure protection of rede-
velopment north of Kellogg Boulevard, and will permit a clearer def-
inition of land use patterns between the bluff area and the area
below the bluff. Thus, the boundary is delineated so that the area,
through renewal, will constitute a stable area in itself and there-
by be protected from the encroachment of blight after renewal, and
further, will have a direct relationship with the Downtown Urban Re-
newal area presently in execution and located two blocks to the east.
The project boundary has been delineated without consideration
of the race, creed, color or national origin of the residents.

The proposed Auditorium Renewal Area contains 34 structures. Nearly
all ate of a one to three -story type commercial building, housing a vari-
ety of uses. Exterior inspection of the structures by Authority person-
nel indicates that 29 of the 34, or 857., contain building deficiencies.
Of these 29, 20 structures, or 59% of the total, contain deficiencies of
a nature or extent that they are considered substandard, warranting clear-
ance. The apparent building deficiencies, as evidenced by exterior in-
spection, included such items as bowed and cracked masonry walls, evi-
dence of deteriorating and crumbling masonry foundations, evidence of in-
adequate or inappropriately installed electrical services. Buildings with
deficiencies are distributed throughout the proposed project area.
Further indication of building deficiencies in those structures with
dwelling units is contained in the 1960 Census of Housing figures. These
figures, which have been adjusted by the Authority because of building
removals since the Census was taken, show approximately 55 dwelling units,
of which 37, or 67 %, contain deficiencies.
Among environmental deficiencies within the area, commercial types
of structures have been converted to residential use. In addition,, sev-
eral of the commercial -type buildings contain residential uses on upper
floors with a complete lack of any residential amenities, resulting in an
excessive number of buildings of incompatibly mixed uses. Commercial build-
ings are not adequately provided with off - street service areas, resulting
in use of street areas for service activities and thereby adding to the
congestion of the area.
This combination of building deficiencies and environmental defic-
iencies meet the eligibility requirements for an urban renewal,area.

FOR EACH SECTION OF THE AREA MEETS THE CRITERIA SET FORTH
FOR URBAN RENEWAL
The entire project area will be treated as a clearance and redevel-
opment project. The project meets the criteria in Chapter 10 -1 for
clearance and redevelopment by virtue of having more than 50% of the
building structurally substandard to a degree warranting clearance. The

initial exterior inspections indicate that 20 structures (597.) contain
defects in structural elements and /or a combination of deficiencies in
essential utilities and facilities of sufficient total significance to
justify clearance. Another four buildings are identified as blighting
influences by virtue of their being incompatible uses or obsolete build-
ings.

A topographic map is submitted in Item 5 of this code. The Project area
is on the edge of the bluff on which the downtown area is located. This
situation affords excellent opportunities for redevelopment to capitalize
on the vistas of the Mississippi River Valley afforded by such a location.
There are no unusual subsoil conditions that would materially affect the
project.

This project will not result in a substantial net reduction in the supply
of housing available to racial minority families.

2. A: According to the U. S. Census of Housing, 1960, there are 90,228
standard and 12,098 substandard housing units in the City.' Of
the 87,857 standard occupied units, 85,790 are occupied by white
and 2,600 are occupied by non -white persons. Of the 10,870 sub-
standard occupied units in the City, 10336 are occupied by whites
and 534 are occupied by non -white persons.
B. There are approximately 41,425 private rental housing units in
Saint Paul according to the U. S. Census of Housing: 1960, and
Bureau of Public Building and Department of Parks and Recreation.
According to a survey conducted for the Federal Housing Adminis-
tration by the Post Office Department, there were approximately
1,716 apartment units under construction in October, 1964. There
are currently 2,183 public housing units, plus 200 Section 23
Leased Housing units in operation, and an additional 800 units for
the elderly are now in the architectural design stage.
C. Although the annual turnover rate of private rentals and sales
is not available, the current relocation program has experienced
little difficulty in finding sufficient numbers of standard housing
units to accommodate relocation requirements. The U. S. Census of
Housing: 1960, indicates that 5.9% of the homeowners in 1960 moved
into their units in 1957, 6.0% in 1958, and 8.4% in 1959. Of the
renter - occupied units, 8.6% moved in in 1957, 13.8% in 1958, and
39.8% in 1959.
The numbers of unit turnover in the public housing units in
operation from 1963 to 1965 is as follows:

SUPPORTING DATA
1. REAL ESTATE PURCHASES
The Authority has identified 43 properties which are
likely to be acquired. A list of these properties
was submitted to the Authority's Real Estate Acquisi-
tion office, who has recently completed the acquisi-
tion of the properties in the Capital Centre Project,
Minn. R -20, located within one - quarter mile of the
Project. As a result of these past acquisitions, it
is the feeling of the Authority that he is most fam-
iliar with property values in the area, and is well
qualified to estimate the acquisition costs of prop-
erties which would be involved in the Project. The
Authority's Real Estate Acquisition supervisor ex-
amined each property in the field and estimated the
cost of each of these properties on an individual
basis. The composite of all of the real estate pur-
chases identified in the preliminary survey of the
condition of properties amounts to $3,123,500. $3,123,500

Contracts will be let for several planning
Activities, as follows;
(a) The project area is on the edge of the
CBD at a point where major traffic
arteries, including the Interstate
Freeway and the Shepard Road highway,
converge on the downtown area. The
City recognizes the necessity for
increased capacity and better con-
nections through the project area
to the core. Additionally, proposed
redevelopment will result in vastly
increased traffic concentration
generated within the project. It
is proposed to study these situations
and to develop a program of project
improvements consistent with the
demands of project redevelopment and
the future of the project area as a major
entry into the core and the Downtown
Urban Renewal Project.
(b) A contract will be entered into with
the Public Works Department of the
City of Saint Paul for engineering
and cost estimating services for project
improvements within the project area.

I, the undersigned, DO HEREBY CERTIFY that I am the duly appointed and acting
attorney at law for the Local Public Agency named in the Application to which this
opinion appertains; that I have been authorized to submit the foregoing Legal Information
in behalf of said Local Public Agency; and that such Legal Information is true and correct
to the best of my knowledge and information.
I have reviewed such Application, dated December 21, 1966, and approved by the
Local Public Agency on December 21, 1966, including particularly the data and information
relating to (a) the size and character of the proposed urban renewal area, (b) the proposed
project for which surveys and plans are to be prepared, (c) the activities to be undertaken
by the Local Public Agency in surveying and planning the proposed project, and (d) the pro-
posed method of financing the project.
I am of the opinion that the Local Public Agency has been legally created and
is a duly organized and acting public body having the legal power to undertake, finance,
and carry out the surveying and planning work described in such Application for which
it seeks an Advance of funds (or other Federal aid) under Title I of the Housing Act of
1949, as amended.
I am of the further opinion, on the basis of the data and information submitted
in support of the Application:
(a) That the proposed urban renewal area is a slum, blighted,
deteriorated, of deteriorating area within the meaning of
such Federal law and that it meets the requirements of
State law, particularly Section 462.421 (11) and (13) of
Minnesota Statutes, for undertaking the proposed urban
renewal project; and
(b) That such portion of the urban renewal area which is
proposed for slum clearance and redevelopment is
clearly predominantly residential in character.

RESOLUTION APPROVING UNDERTAKING
OF SURVEYS AND PLANS FOR A REDEVELOPMENT
PROJECT, DESIGNATED AUDITORIUM PROJECT,
AND APPROVING AN APPLICATION FOR SURVEY AND
PLANNING ADVANCE
WHEREAS, under Title I of the Housing Act of 1949, as amended (herein referred
to as "Title I "), the Secretary of the Department of Housing and Urban Development
is authorized to extend financial assistance to local public agencies in the elimi-
nation and prevention of the spread of their slums and urban blight through the
planning and undertaking of urben renewal projects; and
WHEREAS Title VI of the Civil Rights Act of 1964, and the regulations of the
Department of Housing and Urban Development effectuating that Title, provide that
no person shall, on the ground of race, color, or national origin, be excluded from
participation in, be denied the benefits of, or be subjected to discrimination in
the undertaking and carrying out of urban renewal projects assisted under Title I
of the Housing Act of 1949, as amended; and
WHEREAS, there has been submitted to and reviewed at this meeting a Survey
and Planning Application, Auditorium Project, Saint Paul, Minnesota, and the Com-
missioners have further considered the following documents:
1. Project Area Report, dated December 1966, prepared by the
Housing and Redevelopment Authority of the City of Saint
Paul, Minnesota;
2. Central Business District Community Plan Report No. 7, dated
December 1958, and Central Business District Community Plan
Report No. 14, dated June 1963, prepared by the Planning
Board of the City of Saint Paul, Minnesota; and
3. Market Potential And Financial Feasibility Analysis Proposed
Addition to Civic Center, dated September 1966, prepared by
Real Estate Research Corporation.
WHEREAS it is desirable and in the public interest that the Housing and Redevelop-
ment Authority of the City of Saint Paul, Minnesota-make surveys and prepare plans,
presently estimated to cost approximately One Hundred Twenty -Nine Thousand Four Hundred
Eighty -Seven Dollars ($129,487.00), in order to undertake and carry out an �frban renewal
project of the character contemplated by Section 110(c) of Title I, in that area proposed
as an Urban Renewal Area, situated in the City of Saint Paul, County of Ramsey, and State
of Minnesota, which is described as follows:

Beginning at the point of intersection of the northerly right -of-
way line of W. Fifth Street Oith the easterly right -of -way line
of Washington Street, then southerly along said line of Washing-
ton Street (projected) to the point of intersection with the
southeasterly right -of -way line (projected) of Hill Street, then
southwesterly along said line to the point of intersection with
the southwesterly right -of -way line (projected) of Eagle Street,
then northwesterly along said line to the point of intersection
with the northwesterly right -of -way line (projected) of West
Seventh Street, then northeasterly along said line to the point
of intersection with the northerly right -of -way line of West
Fifth Street, then easterly along said line to the point of
intersection with the eastern right -of -way line of Washington

NOW THEREFORE, BE IT RESOLVED BY THE COMMISSIONERS OF THE HOUSING AND REDEVELOP-
MENT AUTHORITY OF THE CITY OF SAINT PAUL, MINNESOTA:
1. That the proposed Urban Renewal or Redevelopment Area described above is a
slum, blighted, deteriorated, or deteriorating area appropriated for an urban renewal
project, that the development of such Area for predominantly nonresidential uses is
necessary for the proper development of the community, and that the undertaking by
the Housing and Redevelopment Authority of the City of Saint Paul, Minnesota of
surveys and plans for an urban renewal project of the character contemplated by
Section 110(c) of Title I in the proposed Urban Renewal Area is hereby approved.
2. That the financial assistance available under Title I is needed to enable the
Housing and Redevelopment Authority of the City of Saint Paul, Minnesota to finance
the planning and undertaking of the proposed Project.
3. That it is cognizant of the conditions that are imposed in the undertaking
and carrying out of urban renewal projects with Federal financial assistance under
Title I,including those relating to (a) the relocation of site occupants, (b) the
provision of local grants -in -aid and (c) the requirement that the locality present
to the Department of Housing and Urban Development, as a prerequisite to approval
of the application described below, a workable program for community improvement,
as set forth in Section 101(c) of Title I, for utilizing appropriate public and
private resources to eliminate and prevent the development or spread of slums and
urban blight.
4. That the United States of America and the Secretary, Department of Housing
and Urban Development be, and they hereby are, assured of full compliance by the
Housing and Redevelopment Authority of the City of Saint Paul, Minnesota with regu-
lations of the Department of Housing and Urban Development effectuating Title VI of
the Civil Rights Act of 1964.
5. That it is the sense of this body (a) that a feasible method for the relo-
cation of individuals and families displaced',from the Urban Renewal Area, in conformity
with the requirements of Title I, can be prepared, and (b) that local grants -in -aid can
and will be provided in an amount which will be not less than one -third of the Net
Project Cost of the Project and which, together with the Federal capital grant, will
be generally equal to the difference between Gross Project Cost and the proceeds or
value of project land sold, leased, or retained for use in accordance with the urban
renewal plan.f

6. That the filing of an application by the Housing and Redevelopment Authority
of the City of Saint Paul, Minnesota for an advance of funds from the United States
of America in an amount not to exceed One Hundred Twenty -Nine Thousand Four Hundred

in the proposed Urban Renewal Area described above is hereby approved, and that the
Executive Director is hereby authorized and directed to execute and file such appli-
cation with the Housing and Home Finance Administrator, to provide such additional

stgnaard and 12,098 substandard housing units in the City. Of
the 87,857 standard occupied units, 85,790 are occupied by white
• and 2,600 are occupied by non -white persons. Of the 10,870 sub-
standard occupied units in the City, 10336 are occupied by whites
and 534 are occupied by non -white persons.
B. There are approximately 41,425 private rental housing units in
Saint Paul according to the U. S. Census of Housing: 1960, and
Bureau of Public Building and Department of Parks and Recreation.
According to a survey conducted for the Federal Housing Adminis-
tration by the Post Office Department, there were approximately
1,716 apartment units under construction in October, 1964. There
are currently 2,183 public housing units, plus 200 Section 23
Leased Housing units in operation, and an additional 800 units for
the elderly are now in the architectural design stage.
C. Although the annual turnover rate of private rentals and sales
is not available, the current relocation program has experienced
little difficulty in finding sufficient numbers of standard housing
units to accommodate relocation requirements. The U. S. Census of
Housing: 1960, indicates that 5.9% of the homeowners in 1960 moved
into their units in 1957, 6.0% in 1958, and 8.4% in 1959. Of the
renter - occupied units, 8.6% moved in in 1957, 13.8% in 1958, and
39.8% in 1959.
The numbers of unit turnover in the public housing units in
operation from 1963 to 1965 is as follows:

1. Overcrowding of structures on the land exists in certain of the blocks
where commercial buildings abut one another without adequate provision
for off - street service to the buildings.
2. Excessive dwelling unit density exists to the extent that buildings con-
taining dwelling units are totally devoid of any land area for outdoor
residential activities. Further land area is not available for off - street
parking to serve residents of the dwelling units.
3. Conversion of one commercial structure to residential use has occurred,
resulting in ground floor dwelling units located at the property line on
a downtown commercial street.
4. Several buildings are designed and used for marginal light industrial uses
and receive little or no exterior maintenance. Such conditions constitute
a blighting influence in an area only two blocks removed from the Central
Business District core. Other obsolete building types such as small tri-
angular- shaped buildings have resulted from the street system in the area.
5. All the structures containing residential uses are of mixed use and repre-
sent a detrimental land use. While originally designed to accommodate
dwellings on the upper floors with ground floor commercial uses, the dwell-
ing units so provided are incapable of meeting current criteria for stand -
and dwelling units. They completely lack residential amenities, as noted
in ,#2 above. Other incompatible uses exist within the area, including a
garage and retail tire store on Washington Street, which is totally incom-
patible in use and building type with the public and semi- public uses sur-
rounding it. Land uses incompatible with and detrimental to this downtown
area include several auto repair garages, body shops, welding shops, etc.,
which create noise, fumes, and smoke, and which constitute an adverse in-
fluence on the adjacent downtown core area.
6. The western portion of the project area forms a part of the "Seven Corners"
area where five streets intersect. Such a street pattern causes serious
traffic congestion that is expected to become worse as the freeway system
is completed and concentrates core -bound vehicles through the project area.

Many of these tracts are land remnants, incapable of adequately serving
any other function. In all instances, such use represents a serious under -
utilization of the high -value land in this area adjacent to the core of
the Central Business District.

1: SELECTION OF AREA AND BOUNDARY DELINEATION

A. Selection of Area
The proposed area is at the southwestern edge of the Central
Business District and is comprised of a major use, the Municipal
Auditorium, surrounded by a number of mixed uses including semi-
public, commercial, light industrial, and residential. The Audi-
torium and several other semi- public uses are located in the eastern
portion of the area, and these uses are becoming increasingly re-
lated to and important to the downtown core area where the Down-
town Urban Renewal Project, Minn. R -20, is presently in execution.
The western portion of the area is similar in nature to a larger
area extending north and west and containing uses no longer con-
sistent with the growing intensity and character of use in the
downtown. The area, encompassing some 25 acres, is of a size and
location within the downtown area that permits comprehensive treat-
ment within the context of the downtown as a total unit.
The Municipal Auditorium, part of which was built in 1906 and
part in 1931, is no longer adequate to meet the needs of an expand-
ing downtown economy or to serve adequately the needs of the City
as a whole. The City of Saint Paul has recognized that the ulti-
mate success of the Downtown Renewal Project is attracting major
new users is at least partially dependent upon the availability of
an adequate, modern, and well located Auditorium facility including
first -class exhibition space. Therefore, the City is developing
plans for major expansion and remodeling of the Auditorium facility,
and this expansion will have a pronounced effect upon its environs
that can best be accommodated through a renewal program. The ex-
pected increase in traffic concentrations in the area resulting
from Auditorium expansion, coupled with the location of this area
as a major entry point into the downtown core, calls for a compre-
hensive and coordinated approach to the future redevelopment of
the area.

The existing structures and uses within the area are for the
most part residue from a different era and scale of downtown than
exists toduy. The structures are small, lack Adequate services,
are incapable of conversion, and house uses that today, and increas-
ingly in the future, are inappropriate to an area this close to the
downtown core. Substandard building conditions and other building
and environmental deficiencies as identified elsewhere in this ap-
plication are common throughout the area.
B. Boundary Delineation
The project boundaries are delineated by major streets and land
use patterns. ,Seventh Street is a major artery into the downtown
core, and forms the northwestern boundary. A major existing use,
the offices of the Saint Paul Insurance Companies, is located north
of Fifth Street, and forms a logical boundary to the northeast. Pub-
lic uses, including Rice Park and the Public Library, form the eastern
boundary. Portions of Hill and Eagle Streets form the southeastern
and southwestern boundaries. These streets abut larger industrial
uses located below the Kellogg Boulevard bluff area. The blocks be-
tween Kellogg Boulevard and Hill and Eagle Streets form part of the
transition between the bluff area and the lower area, and future use
of the area will be oriented toward uses occurring on the bluff area.
Proposed project improvements will be made in this area and such pro-
ject improvements will facilitate traffic flow generated by uses
within the project area. The inclusion of this under - developed area
and proper planning for its re -use will insure protection of rede-
velopment north of Kellogg Boulevard, and will permit a clearer def-
inition of land use patterns between the bluff area and the area
below the bluff. Thus, the boundary is delineated so that the area,
through renewal, will constitute a stable area in itself and there-
by be protected from the encroachment of blight after renewal, and
further, will have a direct relationship with the Downtown Urban Re-
newal area presently in execution and located two blocks to the east.
The project boundary has been delineated without consideration
of the race, creed, color or national origin of the residents.

The proposed Auditorium Renewal Area contains 34 structures. Nearly
All are of a one to three -story type commercial building, housing a vari-
ety of uses. Exterior inspection of the structures by Authority person-
nel indicates that 29 of the 34, or 857., contain building deficiencies.
Of these 29, 20 structures, or 59% of the total, contain deficiencies of
a nature or extent that they are considered substandard, warranting clear-
ance. The apparent building deficiencies, as evidenced by exterior in-
spection, included such items as bowed and cracked masonry walls, evi-
dence of deteriorating and crumbling masonry foundations, evidence of in-
adequate or inappropriately installed electrical services. Buildings with
deficiencies are distributed throughout the proposed project area.
Further indication of building deficiencies in those structures with
dwelling units is contained in the 1960 Census of Housing figures. These
figures, which have been adjusted by the Authority because of building
removals since the Census was taken, show approximately 55 dwelling units,
of which 37, or 67 %, contain deficiencies.
Among environmental deficiencies within the area, commercial types
of structures have been converted to residential use. In addition, sev-
eral of the commercial -type buildings contain residential uses on upper
floors with a complete lack of any residential amenities, resulting in an
excessive number of buildings of incompatibly mixed uses. Commercial build-
ings are not adequately provided with off - street service areas, resulting
in use of street areas for service activities and thereby adding to the
congestion of the area.
This combination of building deficiencies and environmental defic-
iencies meet the eligibility requirements for an urban renewal area.
3. STATM40T INDICATING GENERALLY HOW THE TREATMENT PROPOSED
FOR EACH SECTION OF THE AREA NEETS THE CRITERIA SET FORTH
FOR URBAN RENEL+TAL
The entire project area will be treated as a clearance and redevel-
opment project. The project meets the criteria in Chapter 10 -1 for
clearance and redevelopment by virtue of having more than 50% of the
building structurally substandard to a degree warranting clearance. The

initial exterior inspections indicate that 20 structures (59 %) contain
defects in structural elements and/or a combination of deficiencies in
essential utilities and facilities of sufficient total significance to
justify clearance. Another four buildings are identified as blighting
influences by virtue of their being incompatible uses or obsolete build-
ings.

No Planning Board designation is required at this time, although this pro-
posal is consistent with their public material.
10. UNUSUAL.TOPOGRAPHIC OR SUBSOIL CONDITIONS
A topographic map is submitted in Item 5 of this code. The Project area
is on the edge of the bluff on which the downtown area is located. This
situation affords excellent opportunities for redevelopment to capitalize
on the vistas of the Mississippi River Valley afforded by such a location.
There are no unusual subsoil conditions that would materially affect the
project.
11. REDUCTION IN MINORITY HOUSING
This project will not result in a substantial net reduction in the supply
of housing available to racial minority families.
