RESOLUTION ADOPTING AMENDMENTS TO THE
SEVEN CORNERS GATEWAY PLAN
WHEREAS, the City of Saint Paul is authorized under Minnesota Statutes Section 462.353 to conduct
comprehensive municipal planning activities for guiding the future development and improvement of the city;
and
WHEREAS, the City Council adopted the Seven Corners Gateway Plan in July 2000 as general
development policy for the Seven Corners Gateway Area, bounded by Kellogg Boulevard, I-35E,
Grand/Ramsey and Exchange Street; and
WHEREAS, the Saint Paul Planning Commission initiated a redevelopment planning process for the 7�'
Street corridor in October 2001, which includes the Seven Corners Gateway Area; and
WHEREAS, amendments to the Seven Corners Gateway Plan were prepared by a community-based task
force convened by the Planning Commission and presented to the Planning Commission for its review; and
WHEREAS, the Planning Commission held a public hearing on the amendments in January 2005; and
WHEREAS, the Planning Commission, in Resolution �5-39, recommended approval by the Gity Council of
the proposed amendments to the Seven Corners Gateway Plan, with changes to reflect public testimony;
and
WHEREAS, the City Council held a public hearing on the proposed amendments to the Seven Corners
Gateway Plan on October 5, 2005, at which all interested persons were invited to attend and address the
Council;
NOW, THEREFORE, BE IT RESOLVED, that the City Council hereby approves the following proposed
amendments to the Seven Corners Gateway Plan as recommended by the Planning Commission:
1. Add the following sentence to the third paragraph on Page v:
"In all cases, those proposing new development should work closely with community-based
organizations in the neighborhood to ensure compatibility with the goals and objectives in this
plan."
2. Delete the second bullet under The Seam on Page vi:

3. Add the following bullets under the Transportation and Parking section on Page ix:
"' Redevelopment of two sites at the comer of W. 7"' and Walnut streets provides an
opportunity to provide safe, convenient, visible transit service. A westbound bus stop
on W. 7"' Street should be integrated into the reuse of the former ExerCare building on
the northeast corner of Walnut and W. 7th streets. An eastbound bus stop should be
integrated into the new development proposed for the parcels west of the Fort Road
Florist to Grand Avenue.
In the vicinity of RiverCentre, a westbound bus stop should be integrated with new
construction south of the Smith Avenue Transit Center (between Smith Avenue
extended and W. 7"' Street), and an eastbound bus stop should be located on 5`"

Replace the phrase "extended stay hotei" with °hotel or other lodging facility" in the first
sentence of the last paragraph on Page 20.
Add the following sentence at the end of the first paragraph under Recommendations on Page
20:
"The block bounded by W. 7"' Street, Eagle Parkway, Exchange Street and Chestnut Street
should remain predominantiy commercial in character. If housing is to be provided on the
block, it should be provided either in mixed-use buildings along W. 7 Street or in higher-
density, afl-residential 6uildings facing Eagle Parkway, Exchange Street and/or Chestnut
Street.
Add the following sentence to the first full paragraph on Page 35:
"An eastbound bus stop should be integrated into the new development proposed for the
parcels between the Fort Road Florist and Grand Avenue."
Add the following sentences to the last paragraph on Page 41:
"The importance of Forepaugh's and the Alexander Ramsey House as neighborhood, city and
regional attractions is well-recognized. Should housing be recommended along
Grand/Ramsey, much more detailed site planning should be done to ensure that parking is
retained or replaced for these uses, and that the historic integrity of the Ramsey House is
retained."
Add a section on transit on Page 53:
"Transit
W. 7` Street is a major transit corridor, and transit is critical to the long-term viability of the
Seven Corners Gateway Area. Redevelopment of two sites at the corner of W. 7'" and Wafnut
streets provides an opportunity to provide safe, convenient, visible transit service. A
westbound bus stop on W. 7'" Street should be integrated into the reuse of the former
ExerCare building on the northeast corner of Walnut and W. 7th streets. An eastbound bus
stop should be integrated into the new development proposed for the parcels west of the Fort
Road Florist to Grand Avenue. In the vicinity of RiverCentre, a westbound bus stop should be
integrated with new construction south of the Smith Avenue Transit Center (between Smith

sidewa{ks, marked crosswa{ks and street furniture) should be provided along access paths to
connect transit stops with the larger neighborhood pedestrian system."
Add the Hospital/RiverCentre Nodes Concept Plan and Access Path System graphics to the
Seven Corners Gateway Plan.

BACKGROUND
In October 2001, the Planning Commission initiated a process to prepare redevelopment plans
for station areas along the then-proposed Riverview Corridor Bus Rapid Transit (BRT) line.
Although BRT along 7` Street appears to no longer be a viable option, the City recognizes that
the corridor, already a significant transit route for thousands of people every day, is an
importa�t locus for redevelopment. In light of this potential, amendments to the Seven Corners
Gateway Plan are being proposed to allow for redevelopment at key sites along W. 7"' Street.
The Seven Corners Gateway Plan was adopted by the City Council in 2000 as the planning and
urban design framework for ihe area bounded by Keilogg Boulevard, f-35E, GrandlRamsey and
Exchange Street. With the goals of maintaining a diversity of land uses, retaining the area's
unique sense of place, protecting neighborhood character and taking advantage of an improved
economic climate, the Seven Corners Gateway Plan guides urban design, transportation and
parking, new residential development, business retention and expansion, and heritage
preservation.
RECOMMEfdDATfON
The Pianning Commission held a public hearing on proposed amendments to the Seven
Corners Gateway Plan in January 2005, and recommends their approval by the City Council.

WHERE,AS, the Planning Gommission is authorized underMinnesota Statutes Section 462355(2)
and Chapter 207 of the Saint Paul T,egisiative Code to recommend to the Mayor and the City Council
amendments to the Comprehensive Plan; and •
WHEREAS, the Planning Commission is authorized under Minnesota Statutes Section 462357 (5)
and Section 64.400 of the Saint Paul Legislative Code to initiate a 40-Acre Study for the purpose of
amending the Zoning Code; and
WHEREAS, the Plaiming Commission on October 19, Z001, initiated the prepazarion of a plan
amendment for the Seven Comers Gateway area of the City, including a public participation process that
iricluded a community- based task force; and
WHEREAS, the task force met in the late sununer and fall of 2002; and
WHEREAS, the Plamiing Commission onNovember 22, 2002, initiated the prepazation of a Zoning
Study for the IIospital node of the Seven Comers Gateway azea; and
WHEREAS, the Plaiming Commission held a public hearing on the amendment to the Seven
Comers Gateway PZan and the Zoning Study on January 14, 2005, notice of which was duly given in the
Saint Paul Pioneer Press on December 27, 2004; January 3, 2005; and January 10, 2005; and
WHEREAS, the Planning Commission recommended adopfion of the amendment to the plan, after
considering public testimony and reviewing the plan's confom�ance with the Comprehensive Plan; and

3 - The proposed zone changes are related to the overall needs of the ca�unity, to e�sting land use
or to plans for future land use, as laid out in the amendment to the Seven Corners Gateway plan.
NOW, TRERETi pR�i � gE IT RESOLVED, that the Planning Cummission hereby recommends
adoption by the City Council of the amendment to the Seven Comers Gateway plan as an amendment to the
City's Land Use Plan, which is an element of the Comprehensive Plan.

the Zoning Code amendments attached hereto and directs the Planning , qdmi�strator fo forward the study
