THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
Section 1. That the Zoning Code, Chapters 60 to 64,
inclusive, of the Saint Paul Legislative Code, pertaining to
Use Districts, Height Districts, and Rezoning of certain pro-
perties in the City of Saint Paul, as amended, be and the same
is hereby further amended so as to rezone the following des-
cribed property,from "All Residence District to "C" Residence
District, to -wit:
Lots�20, 21, 22, 23, Block 3, Rice
Street Villas;
situate on property located on the east side of Marion Street
between Idaho and Larpenteur Avenues in the City of Saint Paul.
Section 2. This ordinance shall take effect and be
in force thirty,(30) days after its passage, approval and
publication.

This is written in response to the Petition of Gerald J. Okoneski
to rezone from "A" Residence to "C" Residence property located on
the east side of Marion Street between Idaho Avenue and Larpenteur
Avenue described as Lots•2O, 21, 22, 23, Block 3, Rice St. Villas.

This matter was considered at the November 3, 1966, Board of Zoning
meeting. The property has a frontage of f60 feet along Marion
Street with a depth of 124.6 feet and an area of 19,936 square feet.
The surrounding land use is as follows: to the West, vacant; to the
North and East, single - family; and to the South, an apartment under
construction1 There have been many rezonings to "C" Residence in
recent years.r The property across Marion Street was rezoned in
1963, the property adjacent to the South was rezoned in 1966, the
property bounded by Hoyt Avenue, Marion Street, Woodbridge Street
and Wheelock:Parkway was rezoned in 1965, the property at the North-
east corner of Hoyt Avenue and Woodbridge Street was rezoned in
1963, and two and one -half blocks between Hoyt Avenue -, Nebraska
Avenue, Albemarle Street and Nebraska Avenue was rezoned in 1964.
The Comprehensive Plan recommends R -2, single - family for the pro-
perty.
It was the findings of the Board that it would be reasonable to
expand "C" Residence district to the subject property since the
character of the area has been changed by the rezonings as outlined
above. Therefore, the Board recommends that the Petition be
granted and the property be rezoned to "C" Residence.

to serve the anticipated population were proposed at Arlington and Galtier. The
thorofare system was also developed.based upon the -low density. Since the adoption
..of the Plan,'Ithe property across the street was rezoned to "C" in 1963 over the
t recommended objection of both the staff and the Board. The property to the south
was rezoned to• "C" in 1966 over the recommended deni..al of the staff. Both pro-
perties south` of Wheelock and north of Hoyt were also rezoned to. "C" in 1963 & 1965
over the objections of both the Board and the staff. These rezonings with,the
increase in density have negated the plan for the area in regard to population and
character and have jeopardized the plarls recommendation on schools, recreation
facilities,.and streets. ,These changes may necessitate a change in kind & size of
schools and recreation facilities and a change ' in street capacity.
