Whereas, The City Architect has requested the City Council
to hold a public hearing to consider the advisability and neces-
sity of the correction or wrecking and removal of the single
family dwelling and garage at 452 -4521/2 Palace Avenue, St. Paul,_
Minnesota, more particularly described as: That part of Lot 12,
Block 28,, Subdivision of Blocks 28 and 29 in Stinson, Brown and
Ramseys Addition to Saint Paul, lying westerly of the joint
right of way of the Chicago, Milwaukee and St. Paul Railway and
the Chicago, St. Paul, Minneapolis and Omaha Railway Company,
according to the recorded plat thereof on file and of record in
the office of the Register of Deeds in and for Ramsey County,
Minnesota, because said structures are reported to constitute
hazardous structures, and
Whereas, It appears that the last known record owner of the
property is C. W. Michael Co., a Minnesota corporation, 202 North
Snelling Avenue, Saint Paul, Minnesota; therefore be it
Resolved, That a public hearing be held by and bef Ve the
Council of the City of Saint Paul, in the Council Chambers of
the Court House And City Hall, in raid city at ten o'clock A.M.
on Tuesday, December 20, 1966 to consider the advisability
and necessity of ordering the correction or wrecking and removal
of the structures on the above described property because said

a hazard to, public health, safety and welfare, be it

Gentlemen:

The following is a report of the Building Department onicondi-
tions of the property known as 452 -452% Palace Avenue, owned by
C. W. Michael Co., a Minnesota corporation, 202 North Snelling
Avenue, Saint Paul, Minnesota. The legal description of the
property is: That part of Lot 12; Block 28, Subdivision of Blocks
28 and 29 in' Stinson, Brown And Ramseys Addition to Saint Paul,
lying westerly of the joint right of way of the Chicago, Milwaukee
and St, Paul Railway and the Chicago, St. Paul, Minneapolis and
Omaha Railway Company, according to the recorded plat thereof on
file and of record in the office of the Register of Deeds in and
for Ramsey County, Minnesota.

Inspection was made October 18, 1966 and the following report was
made on the property as described above. This property is classi-
fied as a single family dwelling of frame construction, one story
in height, approximately 20 feet wide, 42 feet long and 18 feet
high. The building is presently vacant, standing open, and has
been vandalized.
EXTERIOR '
The chimney has collapsed. The porches and stairs are rotted be-
,
yond repair: There are holes through the roof and the roof is
sagging to the extent that it appears ready to collapse. The
siding and cornice are deteriorated beyond repair, and all of the
windows are broken including parts of the sash.
BASEMENT I
There is nolbasement under this structure.
FIRST FLOORI
The first floor contains four rooms, all extensively vandalized,
and one room has been damaged by fire. The floors have heaved
and are approximately twelve inches out of level. The plaster
and lath have fallen off of large sections of the walls and ceil-

ings, kitchen cabinets have been torn off the wall, and the
ceiling joists show evidence'of deterioration.
There are no plumking, electrical or heating systems of any
value remaining in the building.

ACCESSORY BUILDING
A small dilapidated shed at the side of the building is also
deteriorated and vandalized beyond reasonable repair and
should be included in the condemnation.
Therefore it! is the conclusion of the Bureau of Public Build-
ings that by! reason of inadequate maintenance, dilapidationy
physical damage, unsanitary condition and abandonment that
these buildings constitute a hazard to public health, safety
and welfare.! It is the further recommendation of the City
Architect that the Council hold a public hearing at ten o'clock
A. M; on December 20, 1966 to consider the advisability and
necessity of! ordering the correction of wrecking and removal
of the structures on the subject property, and that the City
Architect, on behalf of the City Council, notify by mail the
record owner�of the property in question at the last known
address, as well as other interested persons of record, of the
