, Additions which might prove to be necessary in the Improvement
described as the Grading and Paving of PELHAM BOULEVARD from Interstate No. 94
to University Avenue, Comptroller's Contract L -6666, Palda and Sons, Incorporated,
Contractor, have been provided for in the specifications, and
WHEREAS, it was found necessary to make the following Additions:
ADDITIONS•
Revision of existing storm drain at Wabash Avenue and
Pelham Boulevard: Labor; Material & Equipment $ 60.61
Railroad track area base�thru intersection of Pelham
Blvd. and Wabash Ave.:
50.91 cu. yds. of crushed rock base Q $3.60W 183.28
Total 243.89,
and
WHEREAS, said project was awarded and contemplated to be prosecuted in 196+,
but in order to coordinate the work with other City and State Highway construction
occurring late in the construction season, and to avoid traffic inconveniences -w
between seasons, it was postponed until 1965, and
WHEREAS, said postponement llresulted in additional expense to the contractor '
due to increased labor and insurance costs not contemplated when submitting a bid,
equal to the sum,P-f $1,,5,76-39, and
Wf1ERla,�AS, the Commissioner of Public Works has agreed with said Contractor,
as evidenced by the Change Order Agreement attached hereto and made a part hereof
and having the same effect as if,fully set forth herein, that an amount in the sum
of $1,820.28 represents the aforementioned increased costs and items of extra work
amounts sustained by said contractor, to be added to the contract consideration.

r RESOLVED, that the City of Saint Paul through its City Council approved the
foregoing Addition made in accordance with the specifications, together with the
additional costs sustained by said Contractor, in the amount of $1,820.28, said
amount to be added to the consideration named in the contract, known as Comptroller's
Contract L -6666, and which amount is to be financed in part from Municipal State
Funds, Bond Fund ST -48 and assessments. gar,

PROJECT DFSCRIPT
\In accordance with Section 95 of the Charter of the City of Saint Paul, the Commissioner
of*Public Works has agreed with the Contractor that the basis of payment and prices
for items listed in the changes described below, not otherwise included in the contract,
are the reasonable costs of those i ems for additions to,or deductions from,the contract.
This project could not be started as soon as originally contemplated since
the closing of Pelham Blvd. had to tie co- ordinated with the progress of other
street work by the City and by the State Highway Department, and because the
construction'of Pelham Boulevard late in the season might result in additional
delays and inconvenience to the people and business establishments on Pelham
Blvd., this construction was deferred until the spring of 1965.
The Contractor claims additional labor costs for work done in 1965 due to
wage increases granted for 1965 over 1964 and additional costs due to increases
in workmens compensation, public liability and property damage insurance costs.
The net increase in,labor costs alre computed at 5.56% of the 1965 payroll
expense as follows:
$24,198.00 @ 5.56% $1,345.41•
Additional insurance costs 230.98

It is hereby mutually agreed that the contract amount shall be increased
by $1,576.39 as compensation in full for extra labor and insurance costs not
expected at the time bids for this project were opened.
This additional amount to be financed as follows:
