THE COUNCIL OF THE CITY OF SAINT -PAUL DOES ORDAIN:
Section 1: - -That the Zoning- Code -, Chapters 60 to 64,
inclusive, of the Saint Paul Legislative Ede, pertaining to
Use Districts, Height Districts, and Rezoning of certain pro-
perties in the City ofjSaint Paul, as amended, be and the
same is hereby furtherlamended so as to rezone the following
described property from "B" Residence to Light Industry
District, to =wit:

Because of a physical disabil.ity'it is not possible for me to appear at the
hearing Thursday, September 1 on the petition of the 3M company to rezone three
lots on Forest Street between York and Wells. I, therefore, submit my protest in
writing and hope it will receive consideration.
i
The dwelling located on these lots is one of the oldest houses in east St. Paul
and merits a nobler fate than demolition to make room for a parking area, as do also
the majestic, century -old oaks and elms on the premises.
Disposition might be warranted if there ever was a problem about renting the
house, but such is not the case. IAt no time has the house been vacant during the
55 years I have lived across the street from it. Generally, one or more families
with children occupy it and on one occasion one family with eight children lived
there. Are you justified in reducing the number of dwellings with yards available
to families with children?
Dr. Albert Schweitzer observed that "the quality of a culture is measured by
its reverence for all life."
More than one hundred young children live within a two -block radius.of this
site. Already disadvantaged by pollution of smoke and smell from nearby factoriles,
is it right that they be deprived1the aesthetic influence of the beautiful trees
on this property and be subjected; instead, to the safety hazard of a parking lot?
Not one of the persons who signified approval of a parking lot has young children
and the comments of some of them clearly indicate resentment against the large number
of children in the neighborhood.
Moreover, across the street (next to me) lives Mary Kowalski, age 101, who for
more than forty years has enjoyed the beauty of those trees. Will your conscience
allow you to sound their death knell and depress the closing years of this-remarkable
woman's life with the sight of ajparking lot with attendant fumes and noise?
Minneapolis enjoys the distinction of being the City of Lakes. If the ruthless
destruction of trees and disregard of homes of historic import continues St. Paul
will be distinguished as the city of parking lots.

Dear Sir:
This is written in response to the Petition of Minnesota
Mining and Manufacturing Company to rezone from "B" Resi-
dence to Industrial property located on the north side of
Wells Street between'Forest and Duchess Streets. The pro-
perty is described as Lots 18, 19, and 20, Auditor's Sub-
division No. 7.
This matter was considered at the August 4, 1966 Board of
Zoning meeting. The area zoning is as follows: North,
"C" Residence; East, "B" Residence and Light Industrial;
South, Light Industrial; Southwest, Heavy Industrial; and
West, "B" Residence. The area land use is as follows:
North, multiple - family; East and Northeast single- family;
East, a parking lot; South,a Northern States Power elec-
tric sub- station; Southwest, Northern Malleable Iron; and
West, single - family. The Comprehensive Plan recommends
Light Industrial for the property and for the property to
the south.
It was the findings of the Board that it would be-reason-
able to rezone the property since the Comprehensive Plan
recommends Light Industrial. Therefore, the Board recom-
mends that the property be rezoned to Light Industrial.
