WHEREAS, funds provided for garbage collection and
disposal are depleted; and
WHEREAS, thelicollection and disposal of grbage is
essential to the public health, welfare and safety; now,
therefore, be it 1
RESOLVED, that the Mayor and Comptroller be and they
hereby are authorized and directed to borrow a sum not to
exceed $100,000 andl,to execute and deliver—to the party,or
parties making the loan a promissory note payable to such
party or parties bearing interest at the rate not exceeding
five per cent (5;) per annum, said note to be payable one year
from date of execution thereof; and be it
FIIRTHER RESOLVED, That the funds so borrowed be
credited to GarbagelRemoval Fund, Activity Code 0271 R,
all of the said Fund to be expended for the purpose of
garbage removal and disposal; and be it
FINALLY RESOLVED, The Sinking Fund Committee shall
negotiate a loan in the amount of one hundred thousand
dollars ($100,000). Funds to meet this loan are to be
borrowed from the General Fund surplus. Payment of this
loan is to be accomplished by repayment from subsequent years'
budget funds within;,foreseeable revenues, through Charter
amendment or through,legal means which may be authorized by
other legally constituted bodies.

On January 27 of this year the City Council, upon recommendation by
the Department of PubliclWorks, and with my approval, transferred
$100,000.00 from the Garbage Disposal account to the Snow Removal account.
I feel that Garbage Collection is an absolute necessity and it would be
dangerous to the health o`f,the community for this City to deny providing
this very necessary service.
The means to provide this (service must be found.

I recommend borrowing $100,000.00 from the General Fund Surplus.
�mind The Council should bear in that if the receipts needed to support
the 1966 budget do not come in, the General Fund Surplus will be further
reduced.
I advise the Council to recognize the potential consequences of a completely
depleted General Fund Surplus when they consider using a portion of it to
t.
finance the very necessary Garbage Collection service.
