Gentlemen:
The following is a report of the Building Department on conditions
of the property locatediat 174 -192 Dousman Street, owned by
Mrs. Arnold J. Fink. The legal description of the property is:
The west one -half (W.1 /2) of Lot 4 and all of Lot 5., Block 3,
Winslow's Addition to Saint Paul.

Inspections were made July 19, 1966. The building is a three and
one -half story, eleven unit, apartment building built in 1854 of
Ordinary Construction, which is completely vacant except for one
tenant who is reluctantito move, even though the building is now
standing open.. The entire structure has been extensively vandalized
throughout. The condition of the building is as follows:
EXTERIOR
Brick construction has badly eroded, with the bricks, particularly
at the top of the end'wall,deteriorated to the point where they
are falling and spalling off, thereby seriously reducing the
strength of the wall. !The exterior stairways are dilapidated,
the treads are worn baaly throughout so as to make them hazardous.
Windows and doors (both glass and frames) are mostly broken,
particularly at the first floor and basement.

BASEMENT i
The basement contains five apartments incorporated with the first
floor rooms. All units have been one hundred per cent vandalized,
all doors and windows are broken. The kitchen cabinets have been
pulled off the walls., Plaster is cracked to the extent that it is
falling from the walla Wood floor has heaved due to excessive
moisture and the plumbing is missing or destroyed.

FIRST FLOOR
Contains five apartment units used in connection with the basement
rooms. Plaster is cracked and falling from the wall, exposing the
wood lath. Stairways are ,dilapidated, handrails and treads in
hazardous condition. Windows and doors are broken including the
glass and frames. Flooring is in poor condition. Grate covering
for window areas on the street floor are missing, thereby allow-
ing openings adjacent to the city sidewalk.
SECOND FLOOR
There are five apartment units used in connection with the third
floor rooms. All the apartments are extensively dilapidated, with
cracked and falling plaster, worn and hazardous treads on the
stairways, window glass broken and the,interior doors broken or
missing.
PLUMBING
The plumbing throughout the building has been either removed or
destroyed by vandalism.
ELECTRIC
The electric system is in;very poor condition, appearing to be
inoperative in most of the' apartments.
HEATING r
Each apartment was heated by two space heaters. There is no way
to determine whether or not the heaters are properly operating
unless they are turned on °;and heated up. From general observation
they appear to be in poor condition.
ACCESSORY BUILDING
There is a storage building at the rear of the building, which is,
dilapidated and vandalized. It should be removed.
It is our field inspector's opinion that the buildings appear too
extensively rundown and vandalized to be practical for repairs.
At the present time the exterior brick work is in hazardous condi-
tion due to erosion, as previously mentioned,
Therefore, it is the conclusion of the Building Department of the
City of Saint Paul that this property is to be considered a hazard-
ous building under the definition listed in Chapter 393 of the Laws
of the State of Minnesota; 1965, concerning hazardous buildings,
and is to be considered detrimental to public health, welfare and
safety, and it is recommended by this department that they be con-
demned for removal. It is the further recommendation of the City

Architect that the Council'hold a public hearing at ten o'clock
A.M. on Friday, September 16, 1966 to consider the advisability
and necessity of ordering the correction or wrecking and removal
of the structures on the subject property, and that the City
Architect, on behalf of the City Council, notify by mail the
record owner of the property in question at the last known address,
as well as other interested persons of record, of the date and
time of the hearing.
