An ordinance amending Ordinance No. 3250, entitled:
"An administrative ordinance relating to the Civil
Service Bureau of the City of Saint Paul, approving and
adopting rules and regulations therefor, "
approved August 20, 1914, as amended.
THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
Section 1. That Ordinance No. 3250, approved August 20, 1914,
as amended, be and the same is hereby further amended by striking out
subsections A and B of Section 8; and by substituting in lieu thereof the
f ollowing :

8 COMPENSATION - -)
"A AT TIME OF APPOINTMENT--
I The compensation fixed by the Council for each grade established
in Section 6 of these Rules shall apply uniformly to all the classes
of positions in such grade, except as the Council may otherwise
specifically provide.
2. The compensation fixed by the Council for each class of position
in Section 7 of these Rules or for any specific class of positions
in Section 6 shall apply uniformly to all positions in such class.
3 Except as provided in divisions 4 through 10 of this subsection A
of this Section 8, appointment to any position in a class in
Section 6 or 7 of these Rules shall be made at the current entrance
s salary prescribed by the Council for the class of position.
4 Appointment may be made to a position in any of the classes listed
under the heading "Professional" in Section 6 of these Rules at any
of the salary increments prescribed by the Council for the class;
provided, however, that appointment shall not be made at a rate
higher than the appointee could have attained if his employment in
positions outside the City service, equivalent to the position to
which appointment is to be made, had been in such position in the
City service; and further, provided that appointment at more than
the current entrance salary shall be made only upon recommend-
ation of a committee comprised of the following: the'!Chief --

and Assessment Engineer, the General Manager- -Water Depart-
ment, the Public Utilities Engineer, and the Chief Examiner and
Director of Personnel; subject to the approval of the Mayor and
the Comptroller.

5 No person holding a position in a class in any of the grades in
Section 6 of these Rules shall suffer any reduction in compensa-
tion if appointed to some other position in the same grade or in
• higher grade; provided, however, that no person shall receive
• rate of compensation greater than the maximum ordinarily
attainable in the position under the provisions of the Council
Salary Ordinance. If appointed to a position in a class in a lower
grade an employee may be granted the minimum rate plus the
number of seniority increases which he has been granted in his
present position.
6 If any person holding a position in Section 6 of the Rules is
promoted to a position in a higher grade and his present salary_
is less than the minimum rate, he shall be paid rate
plus one additional step if he has already earned a five -year
increase, or plus two additional steps if he has already earned
a,fifteen -year increase.
If any person holding a position in Section 6 of the Rules is pro-
moted to a position in a higher grade and his present salary is
the same or more than the minimum rate for the higher grade, he
shall be paid his present rate, plus one salary step, plus one
additional step if he has already earned a five -year increase,
or plus two additional steps if he has already earned a fifteen -
year increase; provided, that no employee shall receive a rate
of compensation greater than the fifteen -year step in the Standard
Range applicable to his position.
7 If an employee on leave from a liiosition in a class in any of the
grades in Section 6 of the Rules and holding a position in a class
in the Unclassified Service is appointed to a position in a class
which is in any of the grades in Section 6 of the Rules, the employee
may be granted the minimum rate plus the number of increases to
which he would be entitled under the Council Salary Ordinance if
his present class of position were in the Classified Service, pro-
vided the same shall not exceed the employeels present salary.
8 If a position established in Section 7 is later graded and placed in
Section 6, an employee holding such position may be granted the
minimum rate plus the number of increases to which he would have
been entitled if this class had always been in Section 6. If said
employeets present salary exceeds this above step, he' shall
nevertheless suffer no reduction, provided, however, his salary shall
not exceed Step G of the graded range.

9 If any person holding a position in a class in Section 7 of the
Rules is appointed to a position in a class in Section 6 of the
Rules, and the minimum entrance requirements for such class
in Section 6 includes experience in the title that he held in
Section 7, and his salary rate is more than the minimum rate
of the salary range applicable to the position to which he is
promoted, he shall be paid the rate next higher in the graded
range than his present rate; provided that no person shall
receive a rate of compensation greater than Step F if he has
less than five years of City service, Step G if he has between'
five and fifteen years of service, or the maximum if he has
over fifteen years of service.
10 If under the foregoing provisions, a salary rate falls between
two regular salary increments for the grade, the salary shall
be increased to the next regular salary increment.
Section 2. That said`ordinance, as amended, be -and the same is
hereby further amended by striking out of Section 8 the letters for subsections
C, D, E, F and G; and, by substituting in lieu thereof, respectively, the
letters B, C, D,. E and F.
Section 3. This ordinance shall take effect and be in force on the
first day of the first payroll period following thirty days after its passage,
approval, and publication.

1. Defines how to give increases.
Gives 5 -year increase on promotion
Gives 15 -year increase on promotion

both in addition to a one -step increase, provided that employee has the
required time in.
2. Defines what step a person will get who comes from mechanical trades
to a graded position. Upon promotion to jobs in the graded division
which call for experience in the ungraded, an employee can go to the
next step from his present rate rather than start at the minimum rate.
This is a rewording to prevent constant revisions.
