Dear Commissioner Tedesco: On August 23, 1966, a public hearing will be held for the purpose of determining the advisability of constructing a public sewer to drain the low back lots in the eastern portion of Block 4, Robert L. Wares Eastern Heights. Since I will be unable to attend this meeting, I would like to make my thoughts known at this time. I have owned property in the area affected by the proposal for more than eleven years, and have been in a position to observe the ever- increasing need for such an improvement over that period of time. Surface water from an area of approximately eight acres drains into the low back lots, and has on occasions covered an area of two acres or more and affected the properties of at least ten resi- dents. The water reaches depths that could prove extremely dan- gerous to small children. There is no natural outlet for the water so it remains in the area until it evaporates, soaks into the soil, or is pumped out. Frequently the water becomes stag- nant, offers a perfect breeding place for mosquitos, and poses a potential health hazard for the residents of the neighborhood. This is a neighborhood problem contributed to by some twenty prop- erties which all drain into a common low area. No one resident can solve the problem alone. The solution lies in the construc- tion of a public sewer which will cross five separate properties and run from the low point to an existing five -foot sewer. I respectfully solicit your support in approving a neighborhood improvement project which will not only remove a serious health and safety problem, but will make possible a more attractive en- vironment for a substantial number of citizens. Briefly, the City of St. Paul has proposed -to construct a storm sewer across the'rear of my property at 1974 E. Margaret Street to relieve a serious water problem that occurs evdi7'spring and during any heavy rain. This storm sewer would also ` serve many of my neighbors who are faced with the same problem.
