WHEREAS, Neighborhood Housing and Property Improvement (NHPI) has requested the City
Council to hold public hearings to consider the advisability ofrevoking the rental registration certificate
for a single family rental property located at 1132 CENTRAL AVE W and registered to Mohanuned
ShahidullaU; and
WHEREAS, on June 7, Z005, NHPI conducted an inspection ofsaid property and issued a
Correction Notice with a compliance deadline of June 14, 2005 for items 1 and 2; and
WHEREAS, on June 14, 2005, NHPI conducted a reinspection of said property and found lack of

compliance with the previous order; and
WHEREAS, on June 15, 2005, NHPI sent the holder ofthe rental registration certificate for the
subject property, Mohanuned Shahidullat�, a$50 excessive consumption bill, addressed to Po Box 907,
Winsted MN 55395-0907, the address on said certificate; and
WHEREAS, as of August 4, 2005, said $50.00 has not been paid, and Legislative Code §51.06
(a) (v) provides that non-payment of fees for excessive consumption is grounds for certificate revocation;
and
WHEREAS, on June 15, 2005, NHPI notified Mohammed Shahidullah ofthe need to arrange an
interior inspection ofthe subject property, and
WHEREAS, as of August 4, 2005, an interior inspection has not been arranged, and Legislative
Code §51.07 (a) (rii) provides that the imposition of an excessive consumption fee is grounds for an
interior inspection; and
WHEREAS, on July 20, 2005, NHPI sent Mohanuned Shahidullah the proper Notice of Intent to
Revoke Rental Registration (copy attached); and
WHEREAS, Mohammed Shahidullah has not appealed said notice and the time for filing an
appeal has eapired; now therefore
BE IT RESOLVED, that based on the foregoing, the Saint Paul City Council hereby adopts the
following findings and order concerniug the subject property at 1132 CENTRAL AVE W.
That the subject property is a single family rental property that is required to be registered
with the City's Rental Registration Program.

That the holder of the Rental Registration Certificate for the subject property is
Mol�ammed Shahidullah
That said certificate holder has been billed for excessive consumption of code inspection
services, which has not been paid.
That said certificate holder has been requested to allow an interior inspection of the
subject property, which has not been arranged.
That the notification requirements of Chapter 51 have been fulfilled and the time for an
appeal has expired without an appeal being made.

The Saint Paul City Council hereby makes the following order:
1. The abov�referenced Rental Registration Certificate issued to Mohammed Shahidullah
for the single family rental property at 1132 CENTRAL AVE W, Saint Paul, MN is
hereby revoked.
2. It is further ordered that a copy ofthis resolution be mailed to Mohamtned Shahidullah.

I am writing to you in your capacity as the holder of a rental registration certificate for 1132 CENTRAL AVE
W, St. Paul MN.
You aze hereby notified, pursuant to the authority granted to me under Chapter 51 of the St. Paul Legislative
Code, of the City's intent to revoke the registration certificate for 1132 CENTRAL AVE W based on the
following:
On June 7, 2005, this department conducted an inspection ofsaid property and issued a
Correction Notice with a compliance deadline of June 14, 2005 for items 1 and 2.

On June 14, 2005, this department conducted a reinspection of said property and found lack of
compliance with the previous order.
On June 15, 2005, this department sent you a$50.00 bill for the cost of said reinspection.
As of today this $50.00 has not been paid.
On June 15, 2005, this department notified you by mail of the need to arrange an interior
inspection of said rental property.
As of today this interior inspection has not been arranged.
I have referred this matter to the St. Paul City Council with a recommendation to revoke the rental registration
certificate. The City Council will revoke unless an appeal is filed in the next thirteen (13) days from the date of
this notice. An appeal may be filed pursuant to legislative Code §18.02, by appearing in person between the
hours of 8:00 a.m and 4:30 p.m on any business day at the City Clerk's Office, Room 170, City Hall,15 W.
Kellogg Boulevazd, St. Paul, MN or you may appeal by mail within the same 13 day time line.

Once the City Council has revoked the rental registration certificate, occupancy of the property is not allowed
until (1) an inspection by Neighborhood Housing and Property Improvement (NHPI) has been conducted, (2) the
Director of NHPI has detemuned the property to be in cotnpliance, and (3) the certificate is renewed. Note:
Renting a property without a certificate is a misdemeanor.
Please call me as soon as possble to arrange a meeting to discuss how to correct this situation before the City
Council acts to revoke this certificate. If all issues are addressed, I will recommend that the revocation be
withdrawn from consideration by the City Council.
