THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
Section 1. That the Zoning Code, Chapters 60 to 64,
inclusive, of the Saint Paul Legislative Code, pertaining to
Use Districts, Height Districts, and Rezoning of certain pro-
perties in the City of Saint Paul, as amended, be and the same
is hereby further amended so,--as-to-rezone the following des-
cribed property from "B" Residence District to "C" Residence
District, to -wit:
All that part of the East one -half of Block C
lying south of a line drawn from a point on the
east line of said Block, 60 feet from the
Southeast corner thereof to a point of the West
line of . said East one -half of 40 feet from the
Southwest corner thereof; Block C, Lots 1 and 2,
Block B, Jackson and Bidwellts Addition to West
Saint Paul, County of Dakota, Territory of
Minnesota;
situate on property located on the west side of Hall Avenue
between Page and Curtice Streets in the City of Saint Paul.
Section 2. This ordinance is hereby declared to
be an emergency ordinance rendered necessary for the preservation
of the public peace, health and safety.
Section 3. This ordinance shall take effect and be
in force upon its passage, approval and publication.

Dear Sir:
This is written in response to the petition of George F. Hartford,
et al to rezone from "B "iResidence to "C" Residence property
located on the west sidelof Hall Avenue between Page.6 Curtice
Streets, described as all that part of the-East 1/2 of Block C r
lying south of a line drawn from a point on the east line of said
Block, 60 feet from the Southeast corner thereof to a point of the
West line of said East 1/2 of 40 feet from the Southwest corner
thereof. Block C, Lots 1 and 2, Block B, Jackson & Bidwell's
Addition to West St. Paul.
At the January 20, 1966 Board of Zoning meeting, the staff reported
that the property has 128 feet of frontage on Hall Avenue with an
area of 23,850 square feet. The surrounding zoning is entirely "B"
Residence except for four lots zoned "C" Residence to the rear ,
fronting on Stryker Avenue. The surrounding area is developed pre-
dominately with one and two - family dwellings with the exception of
the above mentioned "C" Residence land on Stryker Avenue which is
developed with two 11 -unit apartments. Under the present "B" Resi-
dence zoning, the property could be developed with three duplexes.
The Comprehensive Plan for the area recommends R -4, one and two -
family dwellings.
Based upon the present uses in the area, the Comprehensive Plan;
and since the rezoning would constitute "spot zoning ", the Board
recommends the denial of the petition to rezone from "B" Residence
to "C" Residence.
