Saint Paul "LOCK YOUR CAR" Campaign
February 16 - March 15, 1966
Department of Public Safety, Bureau of Police
Saint Paul, Minnesota
VITAL STATISTICS
Auto thefts were the only area of crime rate increase in Saint Paul in 1965.
Saint Paul's auto theft rate has been on a steady increase, more than
doubling in the last five years.
1,986 autos were stolen in Saint Paul in 1965 -- an average of 5 per day.
Nationally, auto thefts have increased enormously in recent years. Almost
half -a- million cars were stolen in 1965 -- 1 out of every 153 cars on the
road.
If not appreciably curtailed in the next few years, the national rate could
reach one million auto thefts per year by 1970.
Other cities have conducted "Lock Your Car" campaigns quite successfully,
reducing their auto theft rates by as much as 40 %.
OBJECTIVES
A "Lock Your Car" campaign should make the public more aware.....
.....of the high rate of auto thefts.
.....that the unlocked car invites theft (nationally, 8
of every 10 stolen cars had been left unl.ocked).
.....of the high incidence of "joy- riding" car thefts by
teenagers -- cars stolen "for kicks," then smashed,
gutted, burned, etc.
.....that the greatest contributor to the growing car theft
problem is the car owner himself -- by his negligence
in leaving his car unlocked and, too often, even leaving
his keys in the car.
.....that carelessness leads to carlessness.
AN UNLOCKED CAR INVITES THEFT!
* Current statistics show that 8 of every 10
autos stolen had been left unlocked —
4 of every 10 had keys in the ignition!
* Most autos are stolen because "it looks so easy"!
* Almost 2,000 autos were stolen in Saint Paul in 1965 —
a 20% increase over 1964, and double the 1960 rate!
* The greatest factor in auto theft is owner negligence —
being careless can leave you carless!
It is unlawful to leave your car unattended with keys in ignition! (City Ord. 144.10)
