Williams to legalize and continue an existing and illegal three - family use on property clas'sified in a "B" Residence district.- The property is on the north side of Iglehart Avenue between Milton and Victoria Streets and is described as Lot 14, Block 19 Fairbank's Addition. In 1889 the property was developed with,the existing struc- ture, then.,a duplex. At some later date the structure was extended to a three -plex without authorization. The Board of Zoning heard the request on =December 16, 1965. It was the Board's finding that it would be reasonable to permit.a three - family use torcontinue for the remaining life of the structure, subject to the changes as set forth in the Bureau of Public Buildings and Housing Code Division report dated November 18, 1965,- -a copy of which is attached, and further subject to the applicant removing the existing garage and providing the required three -car parking facil- ity. The Board of Zoning, therefore, recommends approval of the appeal to continue the three - family use subject to the conditions as outlined above, and if the Council grants the appeal, suggests that the resolution be filed with the deed in the office of the Regester of Deeds. Williams,DDS St. Anthony Avenue Paul, Minnesota er of: Iglehart Avenue Paul, Minnesota This letter is an appeal from a directive issued by The Bureau of Public Buildings, City of St. Paul, dated September 29, 1964 ordering Dr. Williams to discontinue the use of his property located at 891 Iglehart Avenue, St. Paul as a three -plex. The legal description of this pro- perty is as follows: Lot 14 Block 1 Fairbanks Addition The property is presently being used as a three - plex witha single apartment on the first floor plus two apartments on the second floor. The second floor',apartments each have separate living rooms, porches, bedrooms, kitchens, baths, and entrances and were originally designed and built to these specifications. w The original complaint filed by the Fire Prevention Bureau states that the building has inadequate egress. The owner, Dr. Williams, proposes to continue to use the property as a three -plex. The purpose of this appeal is to seek relief from the directive issued by the Bureau of Public Buildings re- quiring Dr. Williams to use the property in question only as a duplex. Williams, 655 St. Anthony The following is a list of items requiring alteration, repair or re- moval to meet the minimum requirements of the Housing Code.and Building Code. BASEMENT: Install a vent on the laundry tubs. Install a cap on the front clean out opening of the house drain system. Enclose the two heating plants and construction having at least a one hour fire rating. Install a handrail on the basement stairs. ELECTRIC Remove the BX wiring system and other illegal wiring methods used in the basement. Install a receptacle for the laundry equipment and install the proper size fuses in the branch circuits. Repair or rebuild the basement steps in unit #32. lst FLR. Install the proper drain connection from the kitchen sink to the plumbing stack: Install the proper vents on the first floor water closet and bathtub. Replace the kitchen floor covering in unit #1. Remove the extension cords used to provide additional wall outlets and provide at least two openings in the bedrooms, living room and bathroom and three in the kitchen.
