WHEREAS, it has,lbeen made to appear, that filing of
affidavit of candidacyor• City offices opens, for the City
Primary Election t'o.•be held in 1966, on January 3, 1966 and
closes on February "i5, 1966; and
WHEREA.S;' it is further ma-:e to appear that the closing
date for filing such affidavits of candidacy is also, by State
Statute, the last day to register for voting for the City
Primary Election�,and the office is required by statute to be
open until 9:00 o'clock P.M. for registration of voters; and
WHEREAS, it has been the practice for many years for
the City Clerk and Commissioner of Registrati -on to accept affi-
davits of candidacy for such City elections on the last day for
filing of the same up until 9:00 o'clock P.M. on said final day
on the basis that the registration office is open until that
hour; and
WHEREAS, it further appears that there is no expressly
designated time, under law, as the time beyond which affidavits
of candidacy may not be filed on such last day designated for
acceptance of affidavits of candidacy,
Now, Therefore. be it
RESOLVED, That the Council of the City of Saint Paul
hereby directs the City Clerk, who is also Commissioner of
Registration for the City of Saint Paul, to accept affidavits
of candidacy for City offices at the office of registration of
voters in the City Hall and Court House until 9:00 o'clock P.M.
on February 15, 1966; be it
FURTHER RESOLVED, That the City C erk and Commissioner
of Registration is hereby further directed ti endeavor to obtain
from the news disseminating media in the City of Saint Paul, adequate

WHEREA5, It has been made to appear that filing of
affidavit of candidacy for City offices opens, for the City
Primary Election to be hold in 1966, on janoary 3, 1966 and
closes on February 15, 1966; and
WHEREAS, it is further made to appear that the closing
dates for filing such affidavits of candidacy is also, by State
Statute, the last day to register for voting for the City
Primary Election and the office is required by statute to be
open until 9:00 o'clock P.M. for registration of voters; and
WHEREAS, it has been the practice for many years for
the City Clerk and commissioner of Registration to accept affi-
davits of candidacy for such City elections on the last day for
filing of the same up until 9300 o'clock P.M* on said final day
on the basis that the registration office is open until that
hour; and
WHEREAS, it further appears that there is no expressly

of candidacy may not be filed on such last day designated for

Now, Therefore, be it
RESOLVED, That the Council of the City of Saint Paul
