DALGLISH ' Commissioner of Finance BOARD OF ZONING, CITY OF SA -INT PAUL WE 223.4151 Room 20 CITY HALL A COURT HOUSE SAINT PAUL, MINNESOTA 55102 A 1?9 January 24, 1966 Mr. Robert B. Gerber, Jr. City Clerk Building Dear Sir: This is written in response to the petition Edward W. Leloup to rezone from "C" Residence to Heavy Industry property located on the south side.of Omaha Street- between Barton Street and Randolph Avenue, described as Lots 65 79 8 in the Subdivision of Blocks 28 and 29 in Stinson, Brown and Ramsey's Addition to Saint Paul. At the-Board of Zoning meeting of January 6, 1966, the staff reported the property is in a flood plain area, is enclosed on three sides by high embankments and cliffs, has hazardous access, and is thus rendered unsuitable for residential development. The Compre- hensive Plan recommends Heavy Industry for the property. Based upon the above considerations, the Board of Zoning recommends approval of the petition to rezone to Heavy Industry.
