An ordinance amending the Zoning Code,
Chapters 60 to 64, inclusive, of the Saint Paul
Legislative Code, pertaining to Use Districts,
Height Districts and Rezoning of certain pro-
perties in the City of Saint Paul, as amended.
This is an emergency ordinance rendered necessary
for the preservation of the public peace, health
and safety.
THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
Section 1. That the Zoning Code, Chapters 60 to 64,
inclusive, of the Saint Paul Legislative Code, pertaining to
Use Districts, Height Districts, and Rezoning of-certain pro-
perties in the City of Saint Paul, as amended, be and the same
is hereby further amended so as to rezone the following des-
cribed property from "C" Residence to Heavy Industry District,
to -wit:
Lots 6, 7, and 8 in the Subdivision of Blocks 28 &
29 in Stinson, Brown and Ramses Addition to Saint
Paul;
situate on property located on the south side of Omaha Street
between Barton'Street and Randolph Avenue7an the City of Saint
Paul. ,
Section 2. This ordinance is hereby -declared -to be
an emergency ordinance rendered necessary for the preservation
of the public peace, health and safety.
Section 3. This ordinance shall take effect and be
in force upon its passage, approval and publication.

You are hereby notified that a public hearing will be held in the
Council Chambers of the City Hall and Court Souse in the City of
Saint Paul at 10:00 a.m. on January 27, 1966, on the petition of
Edward Lelcup to rezone from a Class "C" Residence District to a
"Heavy Industrial" District to permit an auto parts business on
the following described property. Lots 6, 7 and 8, Block 29, Sub-
division of Blocks 28 and 29 of Stinson, Brown and Ramsey"s Add-
ition. The property is located on the south side of Omaha Avenue
between Randolph Street and Barton Avenue.

Dear Sir:
This is written in response to the petition Edward W.
Leloup to rezone from "C" Residence to Heavy Industry
property located on the south side.of Omaha Street-
between Barton Street and Randolph Avenue, described
as Lots 65 79 8 in the Subdivision of Blocks 28 and 29
in Stinson, Brown and Ramsey's Addition to Saint Paul.
At the-Board of Zoning meeting of January 6, 1966, the
staff reported the property is in a flood plain area,
is enclosed on three sides by high embankments and
cliffs, has hazardous access, and is thus rendered
unsuitable for residential development. The Compre-
hensive Plan recommends Heavy Industry for the property.
Based upon the above considerations, the Board of Zoning
recommends approval of the petition to rezone to Heavy
Industry.
