RESOLVED, That upon the pertinent-appeal of George L.
Ostrand, under the Zoning Code, to relax the_�Puilding ground
coverage standards on property located at the northwest corner
of Clark Street and Minnehaha Avenue, more particularly described
as Lots 26 and 27, Block 11, Stinsonts Addition, that the provisions
of said Zoning Code hereby are determined and varied in their
application as and to the extent necessary therefor, to accommodate
an eight -unit apartment building, subject to the condition that
said appellant- permittee, and his successors and assigns shall make
due compliance with all applicable provisions of municipal
ordinances, State statutes and rules and regulations of public
authorities having cognizance.

Dear Sir:
This is written in response to the appeal of George L. Ostrand to
relax the density standards on property located at the northwest
corner of Clark Street and Minnehaha Avenue. The property:is des-
cribed as Lots 26 and 27, Block 11, Stinson's Addition and is zoned
"C" residence.
The Board of Zoning met on November 18, 1965 to consider the matter.
The staff reported that the property is-- vacant, and the applicant
proposes to develop the lots with a ten -unit apartment. building with
accessory parking. The site has a frontage of 80 feet along Clark
Street and 122 feet along Minnehaha Avenue resulting in an area of
9;760 square feet. Under the density standards of the Zoning Code,
an area of 13,200 square feet is required to construct a ten -unit
apartment. The site is 3,440 square feet deficient in lot area
which results in approximately 26% deficiency. The Board of Zoning
is of the opinion that the density standards of the- Zoning Code are
reasonable and that there are no practical difficulties or peculiar
hardships which would prevent the applicant from meeting these'
density requirements. iBased upon -these considerations and the 26%
deficiency in lot area, the Board of Zoning recommends the denial of
the appeal to relax the density standards on the above- described
property to permit the construction of a ten -unit apartment.
