Byrne, Mayor and Members of the City Council Subject: 1967 Budget Gentlemen: In connection with the proposed 1967 budget the Bureau of Public Buildings submitted an amended budget request in the amount of $743,387.00 due to certain requirements of the City Charter and the Legislative Code. The Comptrollerts. budget estimate provides $579,792.00 for 1967; and we cannot meet our obligation for in- spections with this budget. Specifically the City Charter among other things requires that the Bureau inspect all buildings in the City of Saint Paul under such conditions as the Council may prescribe; and the Building Code re- quires that the Bureau.inspect certain buildings once a year. As a result of these requirements and in order to provide funds out- side of tax money for these inspections, an ordinance has been pass- ed which will require an annual inspection fee in connection with a required Certificate of Occupancy for all buildings in Saint Paul except one and two- family dwellings. The money from these inspec- tion fees, however, would only be available to the extent that the Bureau would have inspectors available for the inspections. Since at this point we are limited to a 10% increase in the Bureauts budget, we would request that the program of annual Certificates of Inspection be started by increasing our budget in the amount of $57,979.00 for 1967 and that additional personnel be provided next year so that the requirements of inspection of these buildings could be met. This increase in the 1967 budget could be offset by an additional increase in anticipated receipts from building permit fees through nnual Certificate fees in the amount of $57,979.00.
