WHEREAS, the Housing and Redevelopment Authority of the
City of Saint Paul has undertaken the planning of the Concord Terrace
,Rehabilitation Project, Minn. R -37, to be carried out with the
financial aid of the United States of America under Title I of
the Housing Act of 1949, as amended by all amendatory acts, includ-
ing the Housing Act of 195+; and
WHEREAS, pursuant to the aforesaid undertaking, the Housing
.and Redevelopment Authority of the City of Saint Paul is proceeding
with certain activities necessary for the execution of a Project,
.situated in the Project Area described below; and
WHEREAS, the Housing and Redevelopment Authority of the City
of Saint Paul desires to-engage the City of Saint Paul to render cer-
-tain technical advice, assistance and services in connection with such
undertaking of the Authority; now, therefore, be it
RESOLVED, That the proper City officers are hereby authorized
a t ,and directed to enter into a Contract said Housing and Redevelop-
ment Authority, copy of which contract is attached hereto and made a
part hereof by reference.

_ - PRELIMINARY CODE INSPECTION SERVICES

PART I - AGREEMENT
THIS AGREEMENT, entered into as of this day of
19 by and between the
HOUSING AND REDEVELOPMENT AUTHORITY OF THE
CITY OF SAINT PAUL, MINNESOTA, (hereinafter
referred to as the "Local Public Agency "),
and
CITY OF SAINT PAUL, MINNESOTA, acting through
its Department of. Parks, Recreation and Public
Buildings, (hereinafter referred to-as the
"Contractor ") .

WITNESSETH THAT:
WHEREAS, the Local Public Agency has undertaken the planning of the Concord :
Terrace Rehabilitation Project, Minn. R -37, to be carried out with the financial _-
aid of the United States of America under Title I of the Housing Act of 1949, as ;
amended by all amendatory acts, including the Housing Act of 1954; and
WHEREAS, pursuant to the aforesaid undertaking, the Local Public Agency is ;
proceeding with certain activities necessary for the execution of a Project,
situated in the Project Area described below; and -
WHEREAS', the Local Public Agency desires to engage the Contractor to render
certain technical advice, assistance and services in connection with such under- ;
taking of the Authority.
NOW, THEREFORE, the parties hereto do mutually agree as follows:
1. Scope of Services: ,The 'Contractor shall perform all the necessary services j
provided 'under this Contract in connection with and respecting the urban area
generally bounded as follows:

To advise and assist the Local
Public Agency in the preparation
of plans for carrying out a
program of voluntary repair and
rehabilitation of buildings
and improvements and in the pre -
paration of plans for the enforcement
of codes and regulations
relating to the use of land
and the use and occupancy of
buildings and improvements,
and to the compulsory repair, re-
habilitation, demolition or
removal of buildings and improve-
ments;

To advise and assist the Local
Public Agency in the preparation
of technical and financial
plans and arrangements for the in-
spection and enforcement of
plans and codes for buildings with-
in the project area;
3. To inspect buildings and provide the Local Public Agency with
a list of all code violations in buildings within the project
area; and
4. 'To render such further advise, assistance and services as
requested by the Local Public Agency as may be required to
carry out the survey, planning and preparation of plans for
a rehabilitation, conservation and clearance project within
the area; and to carry out all necessary code inspections and
code verifications as requested by the Local Public Agency;
and
5. To employ and continue in its employ all necessary inspectors,-.
to provide such services, advice and assistance as may be
required to carry out its obligations under this Contract.
The Local Public Agency reserves the right to approve in advance any staff assign -.,
ment made by the Contractor.
'2. Time of Performance: The services of the Contractor are to commence at the.
earliest possible date and shall be undertaken and completed in such sequence as to
assure their expeditious completion in the right of the purpose of this Contract, but-
in any event all the services required hereunder shall be completed on or before
December 31, 1967. Any delay in performance caused by failure of the Local Public
Agency to act on any matters requiring decision hereunder, shall not be'charged
against the Contractor and the time allowed Contractor for performance of this Agree-
ment shall be extended in accordance with such delay.
3. Compensation: The Local Public Agency will pay to the Contractor on
the basis of an hourly rate of Five Dollars and Thirty -five Cents ($5.35) per
hour, plus fifteen percent (15%) for overhead, in an amount not to exceed Ten Thousand
Dollars ($10,000.00), which shall constitute full and complete compensation for the
Contractor's services hereunder. The aforesaid sum shall be paid to the Commissioner ,
of Finance for the account of the Contractor on or before October 1, 1966, and the
Contractor shall submit to the Comptroller and to the Local Public Agency certified ,

statements of work performed under this Contract on a monthly basis, subject - -to audit
adjustment and reimbursement as,may be required within thirty (30) days after

4. 'Terms and Conditions: Except as otherwise expressly provided in this Part
I - Agreement, this Agreement is subject to and incorporates the provisions attached t
hereto as Part II - Terms and Conditions (Form H- 621B). _
IN WITNESS WHEREOF the Local Public Agency and the Contractor have executed �
