TEDESCO COMMISSIONER ATE COUNCIL 230531 FILE NO. - Whereas, The City Architect,- having requested the City Council to hold a public hearing to consider the advisability of ordering the repair or wrecking and removal of the garage at 1406 Thomas Street, more particularly described as Lot 2, Block 20, Syndicate No. 5 Addition to Saint Paul, the Council held a public hearing on October 11, 1966 to consider the matter; now, therefore, be it Resolved, That the City Council, having heard the matter .herein, does hereby approve and adopt as its own the findings and conclusions of the City Architect that the said structure constitutes a hazardous building, as defined by Chapter'393, Minnesota Laws of 1965, by reason of its inadequate maintenance, dilapidation, physical damage, unsanitary conditionf and abandon- ment, and that it constitutes a hazard to the public health, safety and welfare, as more fully set out in the attached letter to the City Council, dated September 20, 1966, which letter is' 'incorporated herein by reference; and be it .Further Resolved, That the City Architect, on behalf of the .City Council, is hereby authorized and directed to execute an Order to the last known owner of record of the property,_ as well as other" interested parties pursuant to Chapter 393, Minnesota Laws of 1965, to correct t1:e, hazardous condition or wreck and remove the hazardous building located on said property, and to inform the owner that unless such corrective action is taken to comply with the Order, or an Answer served upon the City of Saint Paul, a Motion for Summary Enforcement of this Order will be made to the District Court, and all necessary expenses .incurred by the City of Saint Paul in taking any corrective action herein will be assessed against the real estate and 6ollected as other taxes. AMES, City Archifect 445 Cify Hall, 55102 22446Q, RE 361 September 20, 1966 Honorable Thomas R, Byrne, Mayor and Members of the City Council 0 Subject: 1406 Thomas Street Gentlemen: The following is a report of the Building Department on conditions of the garage located at the rear of the property at 1406 Thomas Street, owned by Homer G. Hickok, and the following appear to have an interest of record: Kohout Realty and Robert Kastner. The legal description of the property is: Lot 2, Block 20, Syndicate No. 5 Addition to Saint Paul. Inspections were made on July 27, 1966., and the condition of the property as noted at that time is as follows: The garage building at the rear of 1406 Thomas is approximately 20 feet long, 18 feet wide and 10 feet high, is of wood frame construction. It is in a very dilapidated condition, with the doors falling apart and the wood rotting. The roofing has been partially removed exposing the rafters, the roof has a sag in the center section of approximately ten inches, and the rolled roofing used as siding is in poor condi- tion with large holes exposing the subshea$ang. The framing members in the building are rotting. It is the opinion of this department that because of the above described condition of the building that it is to be considered a fire hazard and in unsafe condition, and that the building is beyond reasonable repair. Therefore, it is the conclusion of the Bureau of Public Buildings that by reason of inadequate maintenance, dilapidation, physical damage, unsanitary condition and abandonment that this building constitutes a hazard to public health, safety and welfare. Thomas R., Byrne, Mayor and Members of the City Council) (September 20, 1966) -2- the further recommendation of the City Architect that the Council hold a public hearing at ten o4clock A.M. on Tuesday, October 11, 1966 to consider the advisability and necessity of ordering the correction or wrecking and removal of the structure on the subject property, and that the City Architect, on behalf of the City Council notify by mail the record owner of the property in question at the last known address, as well as other interested persons of record, of the date and time of this hearing.
