NO. _ OFFICE OF THE CITY CLERK COUNCIL E OLUTION- GENERAL FORM T E DE S ) DATE Whereas, The City Architect, having requested the City Council to hold'a public hearing to consider the advisability •of ordering the repair or wrecking and removal of the two and 'one -half story multiple dwelling at 657 Selby Avenue, more particularly described as the East 40 feet of West 240 feet of ,Block 20, Mossl Outlots in Holcombe%s Addition to Saint Paul, -and in said Addition to Saint Paul, the East 40 feet of the West 90 feet of Lot 10, Block 4, Holcombe *s Addition to Saint Paul, the Council held a public hearing.on Tuesday, October 18, .1966 to consider the matter; now, therefore, be it Resolved, That the City Council, having heard the matter herein, does hereby approve and adopt as its own the findings and conclusions of the City Architect that the said structure .constitutes a hazardous building, as defined by Chapter 39,3, Minnesota Laws of 1965, by reason of its inadequate maintenance, - dilapidation, physical damage, unsanitary condition, and abandon- ment, and that it constitutes a hazard to the public health, safety and welfare, as more fully set out in the attached letter to the City Council,_ dated September 28, 1966, which letter is incorporated herein by ref erence;and be it .A Purther Resolved, That the City Architect, on behalf of the City Council, is hereby authorized and directed to execute an Order to the last known owner of record of the property, as well as other interested parties, pursuant to Chapter 393, Minnesota Laws of 1965,r to correct the hazardous condition or wreck and remove the hazardous building located on said property, and to inform the owner that unless such corrective action is taken to comply with the Order, or an Answer served upon the City of Saint Paul, a Motion for Summary Enforcement of this Order will be made to the District Court, and all necessary expenses incurred by the City of Saint Paul in taking any corrective action herein will be assessed against the real estate and collected as other taxes. EKIK. 401 September 28, 1966 Honorable Thomas R, Byrne, Mayor, and Members of the City Council Subject: 657 Selby Avenue Gentlemen: The following is a report of the Building Department on conditions of the property located at 657 Selby Avenue, owned by Hilda E. Blomquist, and Contract Purchaser Alice S, Winkler.. The legal description of the property is: The East 40 feet of the West 240 feet of Block 20, Moss' Outlots in Holcombet's Addition to Saint Paul, and in said Addition to Saint Paul, the East 40 feet of the West 90 feet of Lot 10, Block 4, Holcombe$s Addition to Saint Paul. Inspections were made on August 1, 1966. The buildin as described above is a two and one -half story multiple dwelling of frame con- struction, containing a full basement. It is approxima ely 70 feet long, 32 feet wide and 36 feet high. The building was acant as of August 1, 1966. EXTERIOR The exterior of the building is of imitation siding and exposed wood cornice. The cornice is in need of repair as it is rotting, as are the roof, siding and exterior trim around the windows and front porch. SECOND FLOOR The building has been severely damaged by fire, with the ceilings, walls and floors on the second floor all damaged. Since that time the building has been subjected to extensive vandalism, with the kitchen equipment torn out and the building standing open. The property at the present time is considered by this department to be a moral and structural hazard, an attractive nuisance, it is standing open, and its condition being damaged by fire is being subjected to more than the normal fire exposure. (Hon.'Mayor Thomas Rw Byrne, and Members of City Council) -2- September 28, 1966) It is the conclusion of the Bureau of Public Buildings that by reason of inadequate maintenance, dilapidation, physical damage, unsanitary condition and abandonment that this building constitutes a hazard to public health, safety and welfare. It is the further recommendation of the City Architect that the Council hold a public hearing at ten o1clock A.M. on Tuesday, October 18, 1966 to consider the advisability and necessity of ordering the correction or wreck- ing and removal of the structure on the subject property, and that the City Architect, on behalf of the City Council,. notify by mail the record owner of the property in question at the last known address, as well as other interested persons of record, of the date and time of this hearing.
