WHEREAS, the need for doctors has become critical in the United States,
in the North Central region, and in Saint Paul; and
WHEREAS, a second medical school in the State of Minnesota has been
recommended in a recent study by the Hill Family Foundation of the
Health Manpower needs for toe Upper Mid -West; and
WHEREAS 'national medical authorities have adjudged Saint Paul as having
"adequate facilities for such a medical school"; and
WJiEREAS, the clinical facilities, the support of Saint Paul's physicians
and the strong higher education climate in Saint Paul makes this a
favorable location for such a medical school; and
WHEREAS, the Council of the City of Saint Paul has resolved in the past
that it will do everything it can to help the Northern Association
for Medical Education to•establish a new medical school in Saint Paul;
and
WHEREAS, the Northern Association for Medical Education has requested that
.the legislature of the State of Minnesota designate the medical school
-for the Northern Association for Medical Education a state related
school by making a planning grant of $500,000 and the subsidy of
.$5,000 per medical student per year; now therefore be it
RESOLVED, that the Council of the City of Saint Paul does hereby reaffirm
its approval of the Northern Association for Medical Education in its
project to establish a medical school in Saint Paul, and be it
FURTHER RESOLVED, that the Council of the City of Saint Paul petition the
Minnesota State Legislature to grant N.A.M.E.'s request as presented
_to the Interim Appropriation Committee of the Legislature; and be it
FINALLY RESOLVED, that copies of this resolution be forwarded to the
_ - Governor of the`State of Minnesota, all dtate Legislators and the

I appreciated hearing from you in behalf of the
St. Paul City Council concerning their interest in
having the State Legislature approve the request of the
Northern Association for Medical Education to establish
a medical school in St. Paul.
While this is a very interesting proposal, and
I appreciate-being informed of the Council's interest
in establishing a medical school in the community,
this is a matter for action by the State Legislature
and inasmuch as may federal jurisdiction does not extend
to this situation, I would hesitate to intervene.
I do wish you success in your very commendable
efforts in this matter.
