Whereas, The City Architect has requested the City Council
to hold a .public hearing to consider the advisability and neces-
sity of the correction or wrecking and removal of the two -story
duplex at 582 Concordia Avenue, more particularly described as
Lot 6, Block 24, Mackubin and Marshall *s Addition to Saint Paul,
because said structure is reported to constitute a hazardous
structure, and
Whereas, It appears that the last known record owner of the
property is St. Paul Plumbing and Heating Company, and the follow-
ing appear to have an interest of record: Cecil F. 0. Robinson
and Twin City Federal Savings & Loan Association; therefore, be

Resolved, That a public hearing be held by and before the
Council of the City of Saint Paul, in the Council Chambers of
the Court House and City Hall, in said city at ten oxclock A.M.
.on Thursday, October 27, 1966, to consider the advisability and
necessity of ordering the correction or wrecking and removal of
the structure on the above described property because said structure

public health, safety and welfare, be it

The following is a report of the Building Department on conditions
of the property known as 582 Concordia Avenue. The record owner
was Cecil F. O.'Robinson, 605 Carroll Avenue, Saint Paul, prior to
the Sherifffs sale held August 15, 1966, at which time St. Paul
Plumbing and Heating Company, 640 Grand Avenue., Saint Paul,purchased
the property, which title is subject to being redeemed within one
year of the sale. Twin City Federal Savings & Loan Association,
395 Robert Street, Saint Paul,. is the mortgagee. The legal descrip-
tion of the property is, Lot 6, Block 24, Mackubin and Marshall *s
Addition to Saint Paul.

An inspection of the above- described property was made on August 22,
1966. The building is classified as a duplex, of frame construction,
two stories in height, with a full basement. The following is a
report of the condition of this property as noted by the inspector
during this inspection:
The building at the present time is standing unsecured, vacant, and
has been extensively vandalized.
EXTERIOR
The exterior of the building reveals that the chimney is in poor
condition, with the mortar joints between the bricks severely eroded.
The exterior stairways are partially destroyed. The front and rear
porches are rotted and in a dilapidated condition. There are holes
in the roof, and the siding is in poor condition with pieces of the
asbestos siding broken and fallen off.
FIRST FLOOR
The first floor contains seven - rooms, all damaged by vandals. The
plaster is falling off the walls, both frames and sashes of the
windows and doors are broken and torn loose, the floors show evidence
of rotting, the kitchen cabinets have been wrecked, the stairway rail-
ings have been destroyed, and the exterior doors have been completely
pulled off the hinges*

SECOND FLOOR
The second floor contains seven rooms, damaged very extensively by
vandalism, with both frames and sashes of the windows and doors
badly broken or completely removed. The plaster is off of the walls
and ceilings, the plumbing fixtures have been completely torn out,
and in the attic there is evidence of holes through the roof.
The plumbing system is completely vandalized. The electrical system
is disconnected* as is the heating system..
It is the opinion of this department, because of the above listed
conditions; that the property is to be considered a hazard, both
moral and structural, and that the building is beyond reasonable
repair,.
Therefore, it is the conclusion of the Bureau of Public Buildings
that by reason of inadequate maintenance, dilapidation, physical
damage, unsanitary condition and abandonment that this building
constitutes a hazard to public health, safety and welfare. It is
the further recommendation of the City Architect that the Council
hold a public hearing at ten otclock A.M+ on Thursday,-October 27,
1966 to consider the advisability and necessity of ordering the
correction or wrecking and removal of the structure on the subject
property, and that the City Architect, on behalf of the City Council,
notify by mail the record owner of the property in question at the
last known address, as well as other interested persons of record;
of the date and time of this hearing.
