WHEREAS, The Committee on Lands, composed of the Mayor, the
Purchasing Agent, and the Commissioner of Public Works of the City of
Saint Paul, has secured an agreement for the purchase of that certain
property described as follows:
Lots three (3) and four (4) in Block twelve (12) in Youngman
& Lamm's Addition, Ramsey Co., Minn., ace.
WHEREAS, The property described therein is necessary for the
opening and widening of Shepard Road, and the price at which the
property may be purchased is at the total amount of $16,000.00, .a,,fair
and reasonable price according to the appraisal obtained by the
Committee on Lands; and
WHEREAS, Said Committee has recommended the purchase of said
property at the price stated above, as evidenced by the.letter of said
Committee submitted herewith; now, therefore, be it
RESOLVED, That pursuant to Section 303 of the Charter of the
City of Saint Paul, the Council of -the City of Saint Paul does hereby
authorize the purchase of the land described as:
Lots three (3) and four (4) in Block twelve (12) in Youngman
& Lamm's Addition, Ramsey Co., Minn.; ace.
RESOLVED Further that the proper city officials are- hereby
authorized and directed to pay to Raymond L. Lunney and Janet T.
Lunney, vendors of said property, the sum of $16,000.00, said sum
-to be paid to the aforesaid vendors from PIR Fund 6000, to be reim-
bursed from Municipal State Aid Fund No. 64- 194 -09 upon their fur-
nishing a certificate of title and a registered property report
'continued to date evidencing good marketable title in Raymond L.
- Lunney and Janet T. Lunney, and the total payment to be made upon
tender by said parties of an appropriate warranty deed conveying
title to said property to the City of Saint Paul.

Gentlemen:
The City of Saint Paul, acting through its Valuation Engineer, has
negotiated to purchase certain property described as follows:
Lots three (3) and four (4) in Block twelve (12) in
Youngman & Lamm's Addition, Ramsey Co., Minn., ace.
Raymond L. and Janet T. Lunney, owners of the above described lands,
have accepted an offer tendered them by the City in the amount of
$16,000.00 as compensation for the sale of the said land to the City.
This property, including land and buildings, is needed by the City
of Saint Paul for right -of -way for the future extension of Shepard
Road. In view of the reasonable price for which it can be pur-
chased, said price being the appraised fair and reasonable market
value thereof, we, the Committee on Lands, do recommend to the
Council of the City of Saint Paul that it authorize the purchase
of said land in lieu of condemnation proceedings at the price of
$16,000.00 as negotiated with the owner.
