THE COUNCIL OF THE CITY OF SAINT PAUL DOES'ORDAIN:
Section 1. That the Zoning Code, Chapters 60 to 64,
inclusive, of the Saint Paul Legislative Code, pertaining to
Use Districts, Height Districts, and Rezoning of certain
properties in the City of Saint Paul, as amended, be and the
same is hereby further amended so as to rezone the following
described property from "B" Residence District to "C" Residence
District, to -wit:
Lots 7, 81 91 16, 17, 18, 19, 20 and 21,
McMenemyts Subdivision A and that part of

situate on property located on the north side of East Cook

St. Paul at 10:00 a.m. on October 6, 1966, on the petition of Paul

H. AREA CONDITIONS: The area between Westminister St., Mississippi Frontage Road, York
L & Jessimine is a bluff which falls east to west. The grades of Magnolia 6 Cook
Avenues between Westminister and Mississippi is approximately 10•percent. The
-area had been zoned "B" Residence since 1922 (except the frontage on old Mississippi
Strett which was Light Industrial until it was incorporated into the freeway).
With the exception of the two'apartments on the southwest corner of Magnolia &
Westminister, the area is either vacant or one 6 two - family development. Almost
all of the dwelling have been constructed before 1920.

This-is written in response to the Petition of the Lentsch Company by
Paul W. Morin, to rezone from "B" Residence to 1101 Residence property
located on the north side of East Cook Avenue and the south side of'East
Magnolia Avenue between Westminster Street and Mississippi Street des-
cribed as Lots 7, 89 9, 16, 17, 18, 19, 20 6 21, McMenemy's Subdivision
"A1l and that part of vacated alley accruing to Lots 7, 8, 9, 16, 17, 6
18.
This matter was considered at the September 15, 1966 Board of Zoning
meeting. The property has a frontage of 266.3 feet along Mississippi
Street, 240 feet along Cook Avenue and 120 feet along East Magnolia
Avenue with an area of approximately 46,734 square feet. The area
zoning is as follows: three platted lots on the southwest corner of
Magnolia Avenue and Westminster Street are zoned 1101 Residence; the
frontage along Arkwright Street between Lawson 6 Magnolia Avenues is
zoned Commercial and the rest of the area is zoned "B" Residence. The
area between Westminster and Mississippi Streets, York & Jessamine
Avenue is a bluff which falls east to west. The grades of Magnolia and
Cook Avenues between Westminster & Mississippi St. is approximately 10
percent. With the exception of the two apartments on the southwest
corner of Magnolia Avenue 6 Westminster Street, the area is either
vacant or one 6 two- family development. Most of the dwellings were
constructed before 1920.
It was the findings of the Board that it would be reasonable to rezone
the land to 11C11 Residence since the property has been zoned "B" Resi-
dence since 1922 and had remained vacant since-then as has approximately
50 percent of the property in the area, and it does not appear that the
property or area will develop as a one or two family district. There-
fore, the Board recommends that the property be rezoned to 1101 Residence.
This recommendation is given with-the idea that the entire area between
Maryland Avenue, York Avenue, Westminster Street and the Mississippi
frontage road would eventually become a multiple dwelling district to
act as an anchor for the neighborh000d to the east.
