1h'e employees of the City of Saint Paul are
the largest group from any single municipality in the membership
of the PERA; and
WHEREAS, it is the desire of the Council of the City of
Saint Paul to seek for its employees the best possible pension
plan; and
WHEREAS, the Council desires that the PERA Law be
amended to provide authorization fdr�,-larger deductions from
employees' salaries and commensurate increase in pension benefits,
and, also, that provision be made so that employees are afforded
buy -back privileges under the law on the basis of such increased
salary deductions; and
WHEREAS, the PERA has prepared three proposals to be
presented to the 1967 Legislature; and
WHEREAS, these proposals would put into effect the
desires of the Council; now, therefore, be -it
RESOLVED, That the Council of the City of Saint Paul
endorsed and urges the adoption of the following proposals:

Proposal
Amendment to effect removal of the current $6, 000 per year salary
ceiling for deduction purposes, so that employee contributions will
be based on full monthly salary with no limitation whatever, affecting
M. S. 19612 sections 353. 27, subdivisions 2, 3 and 5; 353. 29, sub-
division 2; 353.39; 353. 65, subdivisions 2, 3 and 5; 353. 66, sub-
division 2, and 353. 69, as amended by Laws 1965, Chapter 714.

Proposal
Amendment to the savings clause contained in M. S. 1961, section
353.46, subdivision 1, as amended by Laws 1965, Chapter 814,
Section 1, to provide that the old law annuity formula shall be available
upon retirement to all persons who were members of the association
as of June 30, 1957 regardless of the length 'of allowable service as of
that date and regardless of whether or not membership is continuous
thereafter.

Proposal
(a) Amendment to provide optional buy -back retroactive to July 1, 1952
based on full compensation received in excess of any previous
limitation imposed by statute, at the rate of 676 of such excess with
476 interest thereon compounded annually plus a matching payment
with permissive payment of said matching amount by the member or
by the governmental subdivision.
(b) Amendment to M. S. 1961, section 353. 46, as amended by Laws 1965,
Chapter 814, Section.l, to provide for removal of the basic maximum
old law annuity now limited to $200 per month, to reflect the increase
in "average salary" for the purpose of computing such annuity over

The Health and Welfare and Insurance Committee has unanimously resolved to
recommend to the Council that the Council endorse and urge the adoption of
certain PERA 1967 legislative proposals. The proposals would provide
(1) for the removal of the present $6, 000 ceiling for deduction purposes,
(2) that certain employees may be paid annuities computed under the
"old law" regardless of their length of service, and
(3) that employees may buy back for past services on their excess
salary above the $4, 800 and $6, 000 ceilings which were and are
