and nursing -care unit on property located on the north side
of East Sixth Street between Mounds Blvd. and Maria Avenue,
more particularly described as Lots 1 through 7, Block 3,
Auditor's Subdivision No. 73 St. Paul, Minn.; Lots 7, 8
and 9, Geo. B. Nienaber's Subdivision; Lot 30, Willius'
Addition No. 2 to the City of St Paul, Ramsey Co Minn.,
together with that portion of alley adjacent thereto, in
accordance with plans dated Received August 18, 1966;
subject to compliance with all applicable city ordinances,
State statutes and rules and regulations of public
authorities having cognizance.

Dear Sir:
This is written in response to the Appeal by St. John's
Hospital Association to construct a one - hundred bed
convelescent and nursing -care unit on the north side of
East Sixth Street between Mounds Boulevard and Maria
Avenue described as Lots 1 through 7, Block 3, Auditor's
Subdivision No. 73; Lots 7, 8, and 9, George B. Nienaber's
Subdivision; Lot 30, Willus Addition No. 2 together with
that portion of alley adjacent thereto.
This matter was considered at the September 1, 1966 Board
-nf Zoning meeting. The proposed building is to be south
and east of the existing hospital building. The zoning on
the property is Commercial and "C" Residence. It was the
findings of the Board that it would be reasonable to grant
the Appeal. Therefore, the Board of Zoning recommends
that the Appeal be granted for a convelescent and nursing -
care unit.

Proposed Use of Property:
pp icant intends to construct a 100 -bed conva-
lescent and nursing care unit. This unit will have three floors
and a lower level. The unit is intended to provide an extended care
facility operated by the hospital and under the supervision of the
hospital's medical staff. Its purpose would be to provide medical
care not available in the majority of independent nursing homes and
yet at a cost well below that of a regular hospital facility.
Purpose of Appeal: The purpose of this appeal is to satisfy the
requirements of e zoning code of the City of Saint Paul and parti-
cularly Section 60.15 wherein it is said:
". . .hospitals . . .convalescent homes and establish-
ments or places of any kind or character, where old,
infirm, sick or diseased persons are cared for, shall
be permitted only in districts classified as "C" resi-
dence or lower; and the same shall not be permitted in
"C" residence districts unless a public hearing is
held. . ."
Need of A eal: The intention is to use the proposed addition to
care for those convalescent and extended care patients who need more
hospital services than the ordinary nursing home can supply,but who
do not need full hospital services. The objective is to provide the
needed limited services and facilities at less than the cost of full
hospital services. It is expected that the Medicare program will in-
crease the demand for this type of service.

Also enclosed, for your consideration, are two site plans for the
convalescent unit as well as two site plans for off - street parking
to be constructed on the east side of Maria Avenue across from the
new convalescent unit. Said site plans set forth and incorporate
further information necessary for your consideration of this appli-
cation.
As this appeal involves residential property, we enclosed herewith the
requested $$20.00 filing fee.
