WHEREAS, Robert L. Ames, the City Architect, has requested
the City Council to hold a public hearing to consider any complaints
about the expense incurred by the City of Saint Paul in removing a
dangerous structure at]340 West Seventh Street, also known as'670 Mercer
Street, more particularly described as the South one -half of vacated Scheffer
Avenue adjoining and the following: Lots 8, 10, 11, Block 2, "Cottage
lots addition to Saint Paul" in'Ramsey County, M. -T.; and
WHEREAS, it appears that the last known record owners of the
.property are George F. Heimel, 643 Sibley Highway; Milton Ronald Mathieu,
2173 Rimdolph Avenue; and Joseph Pedro, 788 Grand Avenue, all of Saint
Paul, Minnesota; now, therefore, be it.
RESOLVED, that the City Council of the City of Saint Paul hold
a public hearing in the Council Chamber at 10 o'clock a.m. on the 27th
day of October, 1966, to consider any complaints about the expense incurred
by the City of Saint Paul and to confirm the amount thereof; be it
FURTHER RESOLVED, that the City Architect notify by mail the
record owners of the property in question at the last known address,
as well as other interested persons of record.

Gentlemen:
A statement of expense has been filed with the City Clerk on this
date for the purpose of creating a lien on the property known as
670 Mercer Street, (also known as1340 W. Seventh Street) described
as the South one -half of vacated Scheffer Avenue adjoining and the
following: Lots 9, 10, 11, Block 2, Cottage Lots Addition to
Saint Paul, Minnesota.
This property is owned by:
George F. Heimel, 643 Sibley Highway, St. Paul, Minnesota
Milton Ronald Mathieu, 2173 Randolph Avenue, St. Paul, Minn.
Joseph Pedro, 788 Grand Avenue, St. Paul, Minnesota
In the matter of condemnation of the dangerous structure thereon,
the following resolutions were adopted by the City Council:
C.F. 225734, ado ted by the Council October 27, 1965, kpublished
October 30, 19655 set a public hearing at 10 A.M. on November 23,
1965.
C.F. 226067, ado ted by the Council November 30, 1965, published
December 4, 1965T ordered the wrecking by and at the separate
cost•and expense of the owner, occupant, or other person in control
thereof.
C.F. 226495, adopted by the Council December 29, 1965, (published
December 31, 1965) directed the Commissioner of Parks And Recrea-
tion And Public Buildings to enter the premises and wreck and
remove the one -story frame drive in building thereon, and do any
and all things therein necessary for the protection of life, limb,
and adjoining property.

The Contract Committee awarded the contract for wrecking to Minne-
sota Lumber & Wrecking Corporation for the sum of $393.00, in ac-
cordance with specifications and Informal Bid No. 9432.
C.F. 229474, adopted by the Council July 13, 1966, (published
July 16, 1966) provided that the wrecking expense of $393.009 and
expense of the Department of Parks And Recreation And Public Build-
ings in connection with the condemnation in the amount of $78.92,
making a total of $471.92, be paid out of Wrecking Buildings-Demoli-
tion Account 0976 -256, and, in the event said sum proves collectible
from the owner, same is to be credited to 0976 -256.
The building has now been satisfactorily wrecked and a registered
bill mailed to the owners.
We are requesting that you hold a public hearing with ten daysi
notice to consider any complaints about the expenses incurred,and
to confirm the amount.
