PAUL COUNCIL 229777 s OFFICE OF THE CITY CLERK FILE N U NPIL RESOLUTION — GENERAL FORM PRESENTED BY COMMISSIONER DATE WHEREAS, The Minnesota Hisbrical Society desires to acquire fee simple title to four lots immediately adjacent to the Alexander Ramsey House on Exchange Street in the City of Saint Paul, known as Lot 3 and the southeasterly 6 fegt_of Lot 2 (307 _Walnut Street) , the northwesterly 25 feet oaf/ Lot (303 Walnut Street), and the southeasterly 29 feet _oX---Lot 4 (301 Walnut Street), and Lot 11, except 678 square feet, (306 Sherman Street) all in Block 28 of the Rice and Irvine's Addition, which land is to be held and used as permanent open -space land for historical purposes; and WHEREAS, Title VII of the Federal Housing Act of 1961, As amended,, provides for the making of grants frcm the Urban Renewal Administration to statesiand their agencies to assist the state or agencies in acquisition of permanent interests in land for open -space uses; and WHEREAS, There is no open -space land in the vicinity of the Alexander Ramse- y.House suitable for the needs of said Alexander Ramsey House; now, therefore, be it RESOLVED, That the consent and approval of the City of Saint Paul to the application by the Minnesota Historical Society for Federal funds under the Open -Space Land Program is hereby noted P VED i Asst. Such funds are being sought to help the Society purchase four lots immediately ad- jacent to the Alexander Ramsey House on Exchange Street. The purpose is to prevent encroachment of undesirable land uses and enhance the historic and scenic quality of the site through landscaping and gardening. Under the.,- provisions of the Federal Housing Act of 1961, as amended, any proposed acquisition of developed land for open space pur- poses must be accompanied by a resolution of the local governing body to the effect'that the proposed open space use cannot be provided by un- developed or predominately undeveloped land located in the general area of the acquisition. As I understand it, Consulting Services forwarded such a resolution (copy of the proposed resolution attached) to the City Council on May 6th, and at a meeting on-June 24th the Planning Board approved the project and recommended Council adoption of the resolution. I also understand that the resolution is now in your office for approval as to form and legality. We are very anxious to obtain an early decision on our application, but the Department of Housing and Urban Development will not pass upon it until such a resolution has been adopted and placed in its files. We would appreciate it very much if you would expedite the processing of the resolution through your office so that it may be considered by the City Council as soon as possible. RWF:ALF Encl.
