A public hearing having been had upon the above improvement upon due notice,. and the Council
having heard all persons, objections and recommendations relative thereto, and having fully considered
the same; therefore, be it
RESOLVED, By the Council of the City of St. Paul that the precise nature, extent and kind of im-
provement to be made -by the said City is
-to reconstruct the sidewalk on both sides of Mmmline Avenue from' Sargent Avenue
to St. Clair Avenue and by doing all other work whin to necessary-and incidental
-to complete said imptovetwnt, except where good'964 'sufficient p ured sidewalks now
exist
and the Council hereby orders said improvement to be made. "
RESOLVED FURTHER, That the Commissioner of Public Works be and is hereby instructed and
directed to prepare plans and specifications for said improvement, and submit same to the Council for
approval; that upon said approval, the proper city officials are hereby authorized and directed to pro-
ceed with the making of said improvement in accordance therewith.

In reply. to the letter of February 4, 1966 received from the City
of St. Paul, 'Department of Finance, in reference to reconstruction
of the sidewalk on both sides of Hamline Ave. So., from Sargent Ave.
to St. Clair Ave., please be advised that the following recorded
property owners affected by this preliminary order, witnessed by
their undersigned signatures, hereby protest any final order for
this considered improvement.

Also be further advised that the first four property owners are senior
citizens, dependent on limited retirement income, and the�jfifth owner
has expressed a will to abide by the-wishes of the other property
owners.
Also be further advised that the' above is the' total number of property
owners in this block, and they respectfully request that this improve=
ment be postponed indefinitely, or until such time as some property
tax relief is given to owners on retirement incomes.
