. RESOLVED, That the Council hereby concurs in the recommendation of the
Contract Committee and rejects a.0 bids received for Grading and I Surfacing
,of Falcon Avenue from Winthrop Street to McKnight Road for the reason that
.since this projecttis to be assessed, the Local Improvement Engineer and
the Maintenance Engineer believe it would be in the best interest I of the
_abutting property owners and the City of Saint Paul if these bids were

rejected.
It is further recommended that this project be done by city forces because

of the time element. The owner of the abutting property is quickly develop-
ing this area in homes and is in the process of stubbing out all his water
and sewer connections. He is extremely anxious to have this work,done at
.the earliest possible time. It would appear that if thispproject� were to
be readvertised the contract could not be let until the latter part of

- August or the first part of September which would work a hardship on the
owner.
