PAUL COUNCIL NO. 4y� OFFICE OF THE CITY CLERK COUNCIL RESOLUTION — GENERAL FORM' PRESENTED BY `y COMMISSIONS DATE Whereas, The City Architect, having requested the City Coun- cil to hold a public hearing to consider the advisability of order- ing the repair or wrecking and removal of the two- family dwelling at 598 Carroll Avenue, Saint Paul, Minnesota, more particularly described as Except Alley Lot 10, Block 25, Mackubin & Marshall's Addition, the Council held a public hearing on July 28, 1966 to consider the matter; now, therefore,be it Resolved, That the City Council, having heard the matter here- in, does hereby approve and adopt as its own the findings and con- clusions of the City Architect that the said structure constitutes a hazardous building, as defined by Chapter 393, Minnesota Laws of 1965, by reason of its inadequate maintenance, dilapidation, physi- cal damage, unsanitary condition, and abandonment,_ and that it constitutes a hazard to the public health, safety and welfare, as more fully set out in the attached letter to the City Council, dat- ed July 12, 1966,_ which letter is incorporated herein by reference; and be it Further Resolved, That the City Architect, on bejalf of the -City Council; is hereby authorized and directed to execute an Order to the last known owner of record of the property, as well as other interested parties, pursuant to Chapter 393, Minnesota Laws of •1965, to correct the hazardous condition of wreck and remove the hazardous building located on said property, and to inform the owner that unless such corrective action is taken to comply with -the Order, or an Answer served upon the City of Saint Paul, a Mo- tion for Summary Enforcement of this Order will be made to the -District Court, and all necessary expenses incurred by the City of Saint Paul in taking any corrective action herein will be assessed against the real estate and collected as other taxes. Byrne, Mayor and Members of the City Council Subjects 598 Carroll Avenue Gentlemen: The following is a report of the Building Department and the-Fire Prevention Bureau on conditions of the property at 598 Carroll Avenue, Saint Paul, owned by Larry and Elizabeth E. Skjei, 806 East Lake Street, Minneapolis, Minnesota and Contract Purchaser: Thomas J. Johnson, 3744 4th Avenue South, Minneapolis, Minnesota. The leggal description of the property is Except Alley Lot 10, Block 25, Mackubin & Marshall's Addition. Inspections were made periodically since March 21, 1966 to July 8, 1966. Dimensions of the building are 24 feetwide, 54 feet long and 30 feet high. It is two stories in height, of wood frame construction. It was damaged by two fires, which burned up from the basement to the second floor. It is vacant and unoccupied. EXTERIOR Rear outside stairway and platform are rotted, step and posts miss- ing, doors and windows broken. - FIRST FLOOR (Five rooms and bath) Kitchen wall is burned out as well as the room off the kitchen. There is a large open hole in the middle of the living room and the fires have burned into the floor and wall supporting the floor Joists. Plaster has fallen from living room, dining room, halls and stairway, bedrooms, kitchen and bath. I SECOND FLOOR (Four rooms and bath) There is fire damage to the walls of the living room and kitchen Dining room has large holes.in the wall plaster. Ceiling plaster WIRING The electrical wiring system in the building is unsafe. rM Pg. 2 PLUMBING Basement plumbing is old and does not comply with code require- ments. First floor toilet broken, sink removed From wall, lavatory waste broken. Second floor plumbing broken and traps mi sing. It is the conclusion of the Bureau of Public Buildings that by reason of inadequate maintenance, dilapidation, physical damage, unsanitary condition and abandonment that this building consti- tutes a hazard to public health, safety and welfare. It is the further recommendation of the City Architect that the Coun- cil hold a public hearing at ten o'clock on Thursday, July 28, 1966, to consider the advisability and necessity of ordering the correction or wrecking and removal of the structure on sub- jct property and that the City Architect, on behalf of the City :uncil, notify by mail the record owner of the property in question at the last known address, as well as other interested persons of record, of the date and time of this hearing.
