This is written in response to the appeal p�f Charles P.
McCann and Wm. E. Steinworth to relax t'lie biding set =I
back on property located on the north side of Minnehaha
Avenue between Fry Street and Snelling Avenue, described
as Lots 15,, 16, and 17, Block 9, College Place West
Division.

This matter was considered at the June 16, 1966 Board of
Zoning meeting. The building -line for property in the block
is established at 32 feet, there being four residences to
the west - three with a setback of 30 feet, and one at 36
feet. The property to the east is "commercial." The appli-
cant wishes to establish a 20 foot setback on the 3 lots.
It was the finding of the Board that a setback of 20 feet
would put a great part of the apartment.building, which
is "L" shaped, ahead of the adjoining residence buildings to
the west and would have a detrimental effect on these pro-
perties. However, it would seem reasonable to establish a
building line of 28 feet on Lot 17 and the east 5 feet of
Lot 16, and a 30 foot setback for the remainder of Lot 16 and
Lot 15. This setback would put the larger part of the structure
in line with the residence dwellings to the west.
Therefore, the Board recommends that a 28 foot setback be es-
tablished on Lot 17 and the east 5 feet of Lot 16; and a
30 foot setback on the remainder of Lot 16 and Lot 15.

The legal description of the property is:

Block nine (9), College Place West Division, according
to the plat thereof, Ramsey County, Minnesota.

The property is presently being used as a residence and
duplex residence. The proposed use of the property is an apart-
ment site. This appeal is needed to allow a 30 unit apartment
site with a 20 foot set back and this appeal is made under
Chapter ,s;o3 Section Paragraph of the Legislative
Code for the City of St. Paul.

St. Paul at 10 :00 a.m. on July 21, 1966, on the application of

setback requirements and establish building line on the following
