Mackubin Street, more particularly described as the north 44.53 feet of Lots 16 and 17 and except the west 42 feet; the south 4.4 feet of the north 48.93 feet of Lots 16 and 17, -Block 2,- Selby, McClung and Vanmeter's Addition to, Saint Paul because said dwelling is reported to constitute a hazardous structure, and Whereas, It appears that the last known record owner of the .property is Royal Realty Company and the following appear to have an interest of record: Twin City Federal Savings And Loan Associa- tion and Carlos De Garcia; therefore be it Resolved, That a public hearing be held by and before the Council of the City of Saint Paul, in the Council Chambers of the Court House And City Hall,. in'said city at ten o'clock A. M. on Thursday, August 11,- 1966, to consider the advisability and necessity of ordering the correction or wrecking and removal of the dwelling on the above described property because said dwell- ing is reported to constitute a hazardous building and a hazard to public health, safety and welfare, be it Further Resolved, That the City Architect,, on behalf of the .City Council, notify by mail the record owner of the property in question at the last known address, as well as other interest- ed persons of record, of the date and time of the hearing. Mackubin Street Gentlemen: The following is 'a report of the Building Department on conditions of the- property located at 186-North Mackubin Street, owned by Royal Realty Company; Mortgagee: Twin City Federal Savings & Loan Association; and Contract Purchaser; Carlos De Garcia. The legal description of the property is, - The north 44.53:,feet of Lots 16 and 17 and except the west 42 feet; the south -4.4 feet of"' the- north 48.93 feet of Lots 16 and 17., Block 2,. Selby McClung And Vanmeter's Addition to Saint Faul.� Inspections were made June .20.E 1966. The building is a one story frame dwelling,- which is vacant at the present time. Property has been boarded up from time to time' but presently is. being entered by vandals. The dwelling is 34% fee.t wide,. 52 feet deep; and approxi- mately 20 .feet high. It has only a part basement approximately 10 by 14 feet., with an entrance through a trap door in the li.vin-g room. 'EXTERIOR .Areas of the siding and trim are missing. Cornice is rotted. Re- taining wall at front property line has fallen. FIRST FLOOR .(Fi -re rooms and bath) Floors have sagged badly. Joists_ and posts in the un'excavated areas are badly rotted. Almost all the windows are broken. There ate large holes in the walls and floors. Plaster is `cracked and is falling from the walls. No 'ventilation is provided in the bath- room. Wiring is substandard and not in compliance with the code. r Page 2. It is the conclusion of the Bureau of Public Buildings that by reason of inadequate maintenance, dilapidation, physical damage, unsanitary condition and abandonment that this building consti- tutes a hazard to public health; safety and welfare. It is the further recommendation of the City Architect that the Council hold a O•ublic hearing at ten ,o clock A.. M. on Thursday, August lly 1966 to- consider the advisability and necessity of ordering the correction or wrecking and removal of the structure on the subject property, and that the City Architect, on behalf of the City Councils notify by mail the record owner--'of the property in question at the last known address, as well as other interest - ed persons of record,- of the date and time of the hearing.
