Whereas, The City Architect has requ6sted the City Council
to hold a public hearing to consider the advisability and neces-
�sity of the correction or wrecking and removal of the three fam-
ily dwelling at 452 74 Ig.lehart Avenue, more particularly describ-
ed as Lot 4, Block .21, Mackubin & Marshall's Addition to Saint
Paul, because said dwelling is reported to constitute a hazardous
structure, and

Resolved That a public hearing be held by and before the

the Court House And City Hall, in said city at ten o'clock A.M.
on Thursday, August 1 1., 1966,. to consider the advisability and

hazard to public health, safety and welfare, be it

Gentlemen:
The -following is a report of the Building Department on condi-
tions of the property at 452 -4 Iglehart Avenue; owned-by Hyman
S.. and Goldie .Sigal and Mortgagee :, Twin City Federal Sayings 8
Loan As.sgciation. The legal description is Lot 4,,Block 21,
Mackubin & Marshall's Addition to.Saint Paul.
Inspections were made June 24.,. 1966. The .building 'was built
as a two family-dwelling but last occupied as, a three family
dwelling. J)imensions are 34 feet wide.; 53 feet long, and 30 feet
high; of frame construction.

EXTERIOR
All doors are broken or missing. Front porch.posts, are loose and
-missing. Rear entrance steps are broken or missing;. Rear en-
trance to the basement Is open. -Most of the window's have been
broken. About one half of the roof is open due to a fire in the
attic area.
No. 452 - Three rooms-each on the first and second floors
Plaster is cracked and falling, there are holes in the walls and
ceiling. Floors sag. All plumbing fixtures have been removed.
No. 454 - Three-rooms and bath on first floor
Floors sag, all plumbing fixtures have been removed: Ceilings .
are- cracked and falling.
No. 454 - Three rooms. and bath on second floor
Bath fixtures removed. Floors sag arid-are rotted. Plaster is
cracked throughout and falling.

ATTIC AREA
This area over No. 454 was damaged by fire'. Nearly half of the
roof boards, floors and stairs are burned. Chimney is cracked.
It is. the conclusion of the Bureau of Public Buildings that by
reason of inadequate maintenance, dilapidation., physical damage,
unsanitary condition and abandonment that this building consti-
tutes a hazard to public health, safety and welfare. It is the
further recommendation.of the City Architect that the Council
hold a public hearing at ten o'clock A. M. Qn Thursday August
11, 1966 to consider the advisability and necessity of ordering
the correction or wrecking and removal of the building on the
subject property, and that the City Architect;- on'behalf of the
City Council, notify by mail the record owner of the property
in question.at the last known address; as well asIpther inter-
