Whereas, The City Architect has requested the City Council
to hold a public hearing to consider the advisability and neces-
sity of the correction or wrecking and removal of the two - family
dwelling at 292 Kent Street; more particularly described as
Lot 3, West Side Annex of Lot 8 of Marshall's Subdivision of
Block 27, Mackubin & Marshall's Addition because said dwelling
is reported to constitute a hazardous structure, and
Whereas, It appears that the last known record owners of
the property are Harry C. and Theresa Bemlott and Mortgagee is
Twin City Federal Savings & Loan Association; therefore be it
Resolved, That a public hearing be held by and before the
Council of the City of Saint Paul, in the Council Chambers of
the Court House And City Hall, in said city, at ten o'clock.A.M.
on Wednesday,- August 10, 1966 to consider the advisability and
necessity of ordering the correction or wrecking and removal
of the dwelling on the above described property because said
structure is reported to constitute a hazardous building and a
hazard to- public health, safety and welfare; be it
Further Resolved, That the City Architect, on behalf of the
City Council, notify by mail the record owner of the property in
question at the last known address, as well as other interested
persons of record, of the date and time of the hearing.

Subject; 292:.Kent Street
Gentlemen:
The following it a report of the Building Department on condi-
tions of the property located at 292 Kent Street owned by Harry
C. and Theresa Bbm.lott and Twin City Federal .Savings $ 'Loan Ass'o-
ciation -,. mortgagee. The legal description of the-,property is
Lot 3, West Side Annex of Lot 8 of Marshall's Subdivision of
Block 27,. Mackubin $ Marshallis Addition.
Inspections were made July 6 and 15; 1966. This is a two story
frame, two - family dwelling, presently unoccupied. It is 22 "feet
wide; 36 feet long, and 28 feet high. of frame .construction.
EXTERIOR
Outside walls ,are covered with `composition siding .in fair condi-
tion. Front porch is out of plumb and level, floor is rotted.
Window sash are broken out. Rear chimney above the roof line is
in,very poor condition. Rear shed is dilapidated, with walls and
roof rotted out beyond repair.
BASEMENT
The building has a stone foundation. All basement windows are
broken out. The winding stair is very steep and dilapidated, has
illegal risers and treads. Several joists are rotted out and
supporting posts are rotted at the bottom.
FIRST FLOOR (4 rooms)
The front living room floor sags,• plaster is cracked, door trim
battered. Dining room floors are buckled and plaster is cracked.
The bedroom floor has. buckled. Kitchen plaster is poor; floors
are buckled. All need paint and cleanup. The front stair to the
second flo-or has broken treads, loose handrail, and several'balus-
ters are missing.

SECOND FLOOR (4 rooms)
Front living room ceiling plaster is badly cracked, two doors are
loose and falling. Kitchen plaster is badly cracked. Center
room and center bedroom need cleanup and paint. Rear stairway
littered with debris.
PLUMBING-
Basement.: galvanized pipe used contrary to code. First floor
sink not vented and tub not properly trapped. Second floor:
,No vents,on lavatory and the sink. These fixtures are not prop-
erly trapped.
ELECTRICAL
There is BX and other illegal wiring in the basement. Electric
wiring throughout is insufficient. Lamp cords and surface plugs
are stapled to baseboards.
It is the conclusion of the Bureau of Public Buildings that by
reason of inadequate maintenance, dilapidation, physical damage,
unsanitary condition and abandonment that this. building consti-
tutes a hazard to-public health,. safety and welfare. It is the
further recommendation of the City.Architect that the Council
hold, a public hearing at 10 o'clock A. M. on Wednesday, August
10,, 1966 to consider the advisability and necessity of ordering
the correction or wrecking and removal of the structure on the
subject property, and that the City Architect, on behalf of the
City.Council,, notify by mail the record owner of the property
in question at the last known address, as well as.other inter-
ested persons of record,, of the date and time of this hearing.
