RESOLVED, That upon the pertinent appeal of the Johnson
Realty Co., under the Zoning Code, to relax the area and
building coverage requirements on property located on the
west side of St. Peter Street between Seventh and Ninth
Streets, more particularly described as Lots 2 and 3, Block
10, Bazil and Guerin's Addition to Saint Paul, that the
provisions of said Zoning Code hereby are determined and
varied in their application, as and to the extent
necessary therefor, to accommodate a 101+ -unit apartment,
subject to the condition,that said appellant- permittee,
and i.ts successors and assigns shall.make due compliance
with all applicable provisions of municipal ordinances,
State statutes and rules and regulations of public
authorities having cognizance.

This is written in response to the appeal of the Johnson
Realty Company to relax the area and building coverage
requirements on property located on the west side of St.
Peter Street between Seventh and Ninth Streets, des-
cribed as Lots 2 and 3, Block 10, Bazille 6 Guerin's
Addition.
This matter was considered at the June 16, 1966 Board
of Zoning meeting. The property is zoned "commercial"
and is located in the Downtown. The property has an
area of 15,000 square feet.
The applicant wishes to construct a 104 -unit apartment
which would cover 76 -2/3% of the lot. This is a deficiency
in lot area of 85.6% and the proposed coverage would be
119% in excess of the 35% requirement.
It was the finding of the Board that it would be reason-
able to relax the density and coverage requirements in the
downtown area. Therefore, the Board recommends approval of
the appeal to relax the density and coverage requirement.

Please be advised that Yale Johnson, Lynn Johnson and Mitchell
Johnson, doing business as Johnson Realty Company, 2341 University Avenue,
St. Paul, Minnesota, Tel. +646 -1721, are the owners of the following des-
cribed property on the west side of St. Peter Street, near Ninth, formerly
known as the Claude Hotel, in the Loop area of St. Paul, and more fully
described as:
Lots 2 and ]R= 3, Block 109 Bazille and Guerini's
Addition, Ramsey County, Minnesota.
This property is on the west side of St. Peter Street, near the
intersection of Ninth Street, and is presently improved with an old
commercial building known as the Claude Hotel, which is being demolished.
It is the intent of the Johnson Realty Company to replace it with a high
rise combination apartment and commercial property. The commercial
development will be on the first floor and the apartments on the upper
stories.
The land area of the tract involved is approximately 15,000
square feet, and the proposed improvement calls for the construction of
104 apartment units and with commercial development on the first floor.
The proposed building would have a ground coverage on the first floor
of 11,500 square feet, and on the upper stories it would have an area
for each floor of 8,860 square feet. ,
` The Code requirement would require 104,000 square feet, and it
is requested that a variance be granted to the existing land area of
15,000 square feet. Code requirements for building coverage would
permit coverage of 35% of the land area, or 5,250 square feet; it is
requested that a variance be granted to 11,500 square feet.
High land costs and high assessed valuation of improvement of
properties necessitates the granting of these variances. No existing
Loop development of residential units meets Code requirements for either
density or ground coverage standards, and is not likely to in the future.
