RESOLVED FURTHER, That the Commissioner of Public Works be and is hereby instructed and directed to prepare plans and specifications for said improvement, and submit same to the Council for approval; that upon said approval, the proper city officials are hereby authorized and directed to pro- ceed with the making of said improvement in accordance therewith. Said hearing shall consider the advisability of Order #226903 and Order #226895. As to the order concerning the grading and surfacing of Totem Road from Burlington Road to Burlington Road, I, /have in fact supported since its' inception. Part of this grading and surfacing will be over old grading and surfacing and part will be new. The new work will affect approximately eight to ten homesites, of which I own the second largest front footage. The grading and surfacing of the above mentioned Totem Road, would definately be an asset to the City of St. Paul, and would provide additional tax dollars eventually. Contained in the notice of the hearing was an estimate of the assessment per assessable foot, which includes both the order for grading and surfacing and construction of a storm sewer and which came to an astronomical figure of $19.75 per assessable foot. I object to the construction of a storm sewer for various reasons, one of which is the cost, another of which is the fact that it is not necessary, another of which there are no other storm sewers in Highwood that I know of. Recently the property owners were assessed $9.72 per foot for a sanitary sewer, which is definately a necessity and improvement. In the near future we would hope to be assessed at the rate of $2.50 (therein or about) per assessable foot for the installation of water which is fair and reasonable. With the addition of $19.75 per assessable foot onto the afore mentioned figures, I think that you will agree that the cost to individual property owners is out of the question. The total cost is over $32.00 per assessable foot, which in the case of my property would total more than twice the actual value of the property. LCM:cs cc: May I hear from you in the near future.
