Whereas, Ve City Architect, having requested the City Coun-
cil to hold a public hdaring to consider the advisability of or-
dering'the repair or wrecking'and removal of the hazardous build-
ings at 1400 Bush Avenue, more particularly described as Lot 6,
Block 1, Lorena Park, Saint Paul, Minnesota, according to the
plat thereof filed of record in the Office of the Registrar of
Titles in and for said'Ramsey County, Minnesota, the Council held
a public hearing on July 19, 1966 to consider the matter; now,.
therefore, be it
Resolved, That the City Council, having heard the matter here-
in, does hereby approve and adopte as its own the findings and con-
clusions of the City Architect that the said structures constitute
hazardous buildings as defined by Chapter 393, Minnesota Laws of
1965, by reason of their inadequate maintenance, dilapidation,
physical damage, unsanitary condition, and abandonment, sAd that
they constitute a hazard to the public health, safety and welfare,
as more fully set out in the attached letter to the City Council,
dated June 29, 1966, which letter is incorporated herein by refer-
ence; and be it
Further Resolved, That the City Architect, on behalf of the
City Council., is hereby authorized and directed to execute an Or-
der to the last known owner of record of the property, as well as
other interested parties, pursuant to Chapter 393, Minnesota Laws
of 1965, to correct the hazardous condition or wreck and remove
the hazardous buildings located on said property, and to inform
the owner thttunless such corrective action is taken to comply with
the Order, or an Answer served upon the City of Saint Paul, a
Motion for Summary Enforcement of this Order will be made to the
District Court,, and all necessary expenses incurred by the City
of Saint Paul in taking any corrective action herein will be
assessed against the real estate and collected as other taxes.

The following is a combined report of the Building Department and
the Fire Prevention Bureau on conditions of the property located
at 1400 Bush Avenue, Saint Paul, Minnesota. The following parties

The legal description of the property is Lot 6, Block 19 Loiena
Park, aint Paul, Mi.nnesotm, according to the plat thereof filed
of record in the Office of the Registrar of Titles in and for said
Ramsey - County, Minnesota.
Inspections have been made periodical)yy since September 30, 1965.
This is a two story frame, single family d�aellin and there are
two accessory buildings. The dwelling is locate five feet below•
the strebt elevation. It is 30 feet long, 25 feet wide,and 22 feet
high. Inspection on November 8, 1965 showed the building was va-
cant, open, and severely damaged by fire.

Outside walls are bulging, out of plumb, and in danger of collapse.
ZASEAFM
It has a partial basement, dirt floor. First floor joists were
rotting and in some cases had completely rotted thtough, shear-
ing the joists off at the sill joint. Waste lines from bathroom
fixtures bypass the cesspool and empty on a slope of a hill out-

side. '%s =ent has been flooded with water. Chimney hangs from
wall and is not provided with a cleanout door. Stairs are in poor
condition.
FIRST FLOM
This floor contains three rooms and bath. Living room has in-
sufficient -coilin height. Plumbing is in poor conditions,
sink and bath fixtures are not vented. Ho sewer connection.
Ha ventilation for the bathroom, as windows opens into another
room. Fire damaged.
SSA FLOOR ( two rooms)
Walls and ppartitions and roof are either completely dostroyed byy
the last fire or so badly burned it would be practically impossi-
ble to repair. Bedroom has insufficient floor and light area
and the coiling height is also insufficient. Piaster is in poor
condition. Stairs to the second floor were burned beyond repair.
ASSAY = IDINGS
There are two out - buildings on the rear of the lot. one is a
small 4 by 5 foot concrete structure that covers a well or cis-
tern. At the present time t'his.is dangerous as it is an attrac-
tive nuisance to children. The hole is deeper then children can
normally climb out of.

It is the conclusion of the Bureau of Public Buildings that by
reason of inadequate maintenance, dilapidation, physical damage,
unsanitary condition and abandonment that these buildings consti-
tute a hazard to public health safety and welfare., It is the
further reco=endation of the-6ity Architect that the Council hold
a public hearing at ten o'clock A. M. on Tuesday, July 19, 1966
to consider the advisability and necessity of ordering the correc-
tion or wrecking and removal of the structure on the subject prop -
artyy, and'that the City Architect on behalf of the City Council,
notify by email the record owner of the property in question at the
last known address, as well as other interested persons of record,
of the date of and time of this hearing.
