BE IT RESOLVED, that the following rules governing the procedures of the
Council of the City of St. Paul be adopted.
The order of business for the City Council shall be as follows:
1. Scheduled publ
2. Ordinances
3. Resolutions

entire ordinance, resolution or act, cop 1Ies may be supplied to each member of
the Council prior to its introduction, and copies shall be made available for
public examination in the office of theiCity Clerk.
Following each vote taken by the City Council, the CityCClerk shall announce
the outcome; for example, resolution passed 7 to 0, or resolution failed 3 to 4.
No ordinance may be treated as an emergency ordinance unless failure to pass
such ordinance would create a clear andlpresent danger to the health and safety
of the citizens of St. Paul or jeopardize the operation of the city government.
No ordinance concerning wages, working conditions, duties or responsibilities
of city employees, both classified and unclassified, shall be passed unless all

city employees are given notice at least two weeks prior to the first haar�lag on
such ordinance. Posting such notice on bulletin boards or service of notice to
employees by city payroll clerks shall constitute' notice to employees under this
section.
Members of -the Council and citizens who wish to be heard on matters of
interest to the good and welfare of the.city shall be heard after the regular
formal order of business has been completed.
A ch�p.ge in the order of business shall require the unanimous consent of all
members present.
The Council shall not tolerate vulgar, offensive or derogatory remarks about
any groups or individuals because of race, color or creed, and any speaker using
such remarks shall be ruled out of order.
If the rules as adopted by the City Council do not cover a given situation, ,
then the rules as contained in Robert's Rules of Order shall apply.
