1 WHEREAS, under the Minnesota Session Laws of 2005, Chapter 2Q Article 1, Secrion 19, Subdivision 6, which includes an
2 appropriarion to the Metropolitan Council for Regional Pazk and Open Space Development grants; grants aze anricipated to
3 to be awazded to the CiTy of Saint Paul to:
4 1. Match an$800,000 T'EA-21 grant appropriated in 2000 to build �ail under BNSF railroad overpass at
5 Lexington and Jessamine Avenues. This $425,000 grant will be used to reimburse Public Works for funds
6 loaned in the same amount to allow this proj ect to proceed at an earlier date.
8 2. Complete funding for pazking azea for I 10 cazs off of Water Street just south of the Harriet Island Levee, and to
9 revet 4001ineal feet of the Mississippi River shoreline in Harriet and Lilydale Regional Pazks. First installment
10 of $137,000 appropriated in 2003 this appropriafion is for the balance required of $67Q000.

12 3. provide grading, sodding, railings, an irrigarion system, walkways, lighring, and landscaping to compliment
13 donated band shell on Raspbeny Island. The amount appropriated for this project is $395,000.

I S 4. Provide park and trail improvements in the Desnoyer Pazk area, above the Meeker Island lock historic site. The
16 amount appropriated for this project is $388,000.

18 5. Design and construct river's edge improvements at Raspberry Island and UppeL Landing, and develop a public
19 pazk on Raspberry Island. The amount appropriated for this project is $4,676,000. Of this amount, $676,000 is
20 the local match for an Upper Landing Federal TEA-21 grant.

22 AND WHEREAS, Pazks and Recreation has submitted a request to the Metropolitan Council in the amount of $800,000
23 for phase one funding of the reconstruction of the Mississippi River Boulevazd (MItB) trail system; and
24
25 WHEREAS, the poRion of the MRB trail south of Summit Avenue is in criUcal condition, posing a safeTy hazazd; and
26
27 WHEREAS, said MRB project is on the Metropolitan Council's list of approved projects, but is not due to be funded unti12007

at the earliest; and
WHEREAS, Parks and Recreation has formally requested to the Metropolitan Council, that $200,000 of the funding
appropriated for the Harriet Island / Lilydale project (item 2listed above), be re-appropriated to allow for an overlay to be
applied to the trail section of MRB as previously noted; and
WT�REAS, $200,000 from the MRB project will be reallocated to the Harriet Island / Lilydale project at the time that
the MRB funding is appropriated; and
WHEREAS, Pazks and Recreation believes this request will be granted; and
WHEREAS, Parks and Recreation has received norificarion that a Federal TEA-21 grant has been authorized for $1,09Q000
to provide a connection between the Mississippi River and Chestnut Plaza through Upper Landing Pazk; as Lefexenced
in item 5 in the list above; and
WHEREAS, Pazks and Recrearion has received notificafion that a Federal TEA-21 grant has been authorized for $697,600
for frail reconstrucrion and improvements in Como Park Regional Pazk; and
WHEREAS, Parks and Recreafion desires to set-up a spending and financing plan for said TEA-21 and Metropolitan
Council grants; and
�VI-IEREAS, Parks and Recreation will provide construction management and implementation services for the
projects as previously listed upon the amendment of the 2001 and 2005 Capital Improvement Budgets; and
