A public hearing having been had upon the above improvement upon due notice, and the Council
having heard all persons, objections and recommendations relative thereto, and having fully considered
the same; therefore, be it
RESOLVED; By the Council of the City of St. Paul that the precise nature, extent -and kind of im-
provement to be made by the said City is
to construct new sidewalk on ` hd south side of ,Hoyt Ave, from Barclay St., to
Hazelwood St. and by doing all, other vrork wb1ch is neee *w7 and incidental to
complete sa4d imrovewat. ry

and the Council hereby orders said improvement to be made.
RESOLVED FURTHER, That the Commissioner of Public Works be and is hereby instructed and
directed to prepare plans and specifications for said improvement, and submit same to the Council for
approval; that upon said approval, the proper city officials are hereby authorized and directed to pro-
ceed with the making of said improvement in accordance therewith. XT 4 1966

The Commissioner of Public Works, having had under consideration the pre-
liminary order of the Council known as Council File No. 229935
approved_ Aug. 26th. 19 66 relative to constructing new sidewalk on
the south side of Hoyt Ave. from Barclay St. to Hazelwood St. and by doing all other
work which is necessary and incidental to complete said improvement.

Dear Sir:
In reply to your letter of September 16, 1966 concerning Preliminary
Order 229935 to construct new sidewalk on Hoyt avenue from Barclay
Street to Hazelwood Street, I have following reasons- for:ppposing
this procedure.
There are sufficient sidewalks in the area now for the school children
and persons needing to use sidewalks.
In my opinion the burden of expense and upkeep of this sidewalk for
myself and my neighbor, Mr. Pederson, doesn't seem necessary in
this particular area.
It would make me as a St. Paul taxpayer most unhappy to be forced
into an obligation which I feel is not necessary.
