Preliminary and Final Plat Approval for Universitv Carleton Development
WHEREAS, University Carleton Development, 05-097-311, has submitted for City Council approval the
attached preliminary and final plat for subdivision of property at the area bounded by Charles Avenue, Hampden
Avenue, University Avenue & Carleton Street, to create 5 parcels; and
WHEREAS, the appropriate City departments have reviewed the plat and found, subject to the recommended
conditions, that it meets the requirements of Chapter 69 of the Zoning Code; and
WHEREAS, notice of a public hearing before the City Council was duly published in the official newspaper of the
City and notices were mailed to each owner of affected property including all property situated within 350 feet of
the subject properry; and
WHEREAS, the City Council held a public hearing on the proposed plat on July 6, 2005, where all interested
parties were given the opportunity to be heard and the Council considered ail the facts and recommendations
concerning the plat;
NOW, THEREFORE, BE IT RESOLVED, that the City Council accepts and approves the attached preliminary
and final plat for University Carleton Development at the 2295 University Ave. subject to the following conditions:

Once the building addition along the east side of Carleton Street is removed, the property owners
shall dedicate by separate document a street easement over the westerly 5 feet of proposed Lots 1
and 2, Block 1, of this plat. This is necessary to accommodate a public sidewalk alongside the
development.
The applicant shall fite a copy of the Council Resolution approving the plat with the Ramsey County
Record Office.

lists conditions for lot spiits and adjustments of common boundaries. §69.406 provides criteria
for rev'iew of subdivision applications. These criteria are covered below under "Required

F. HISTORY/QISCUSSION: Johnson 8ros. Liquor Co. operated out of the two-block warehouse
complex on University Ave, for many years before moving its operations to 1999 Shepard Rd.
several years ago. Johnson Bros. Liquor Co. still owns the University Ave. property and has
rented out space to small warehouse, office, and retail users in the interim while it investigated
redevelopment options. It has decided to team with Dominium Development and Acquisition
(developers of the 808 Berry Place residentiaf project just 1/2 mile west) to redevelop the liquor
warehouse complex for a multi-family housing development, which witl inctude threa renovated
historic warehouse buildings and two new-consYruction infil! buildings. This plat is required Yo
define 5 new parcels for the proposed development.
G. DISTRICT COUNCIL RECOMMENDATION: The St. Anthony Park Community Council had not
taken a position on this application as of the date of the staff report.

H. REQUIRED FIND(NGS: § 69.406 of the Zoning Code requires that alI of the following findings
shall be made prior to approval of a subdivision:
1. A!� the applicable provisions of the LegisJative Code are complied with. City staff have
reviewed the proposed plat and have determined that all appliqble provisions of city codes
are met.
2. Tlie proposed subdivision will not be detrimentai to the present and potenfia! surrounding
land uses. The proposed plat is consistent wfth the surrounding land uses, and will not be
detrimental to present and future use of surrounding land.
3. The area sursounding the subdivision can be planned and devefoped in coorclina6on and
compatibility with fhe propased subdivision. The area surrounding the proposed plat is
already developed and compatible with the proposed plat.
4. The subdivision is in conformance with the comprehensive plan. The proposed
redevelopment and reptatting are supported by the Saint Paul Comprehensive Plan. The
City's Land Use Plan and Housing Plan chapters both support increased housing density
and jobs along the UniversRy Ave. corridor, taking advantage of its status as the city's
primary transit corridor. Also, the Raymond/University area (Raymond is one block wesY of
the project site) is identified as an "urban village redevetopment oppoRunity site" in the tand
Use Plan.
5. The subdivision presenres and incorporates the site's important existing nafura! features
whenever possible. The site is in a fully-developed part of St. Paul with no remaining
natural features.
6. A/! land intended for building sifes can be used safely without endangering residenfs by peril
from floods, erosion, continuously high water tab/e, severe soi( conditions or other menace.
The site is a flat, fully developed area with no flooding, erosion, high waYer table or soil
condition probiems.
7. The subdivision can be economically served with public facilities and services. The
subdivision can be e�nomically served with public faciiities and services from surrounding
streets.
STAFF RECDMMENDATION: Based on required findirtgs 7 through 7, staff recammends
approval of the final ptat for University Carlefon Development, subject to the foilowing
conditions:
