WHEREAS, the Committee on Lands, composed of the Mayor, the Purchasing
Agent, and the Commissioner of Public Works of the City of Saint Paul, has
secured an agreement for the purchase of that certain property described as
follows:
All of Lot three (3) except the westerly twenty (Wly 20) feet and
except the northerly nine (Nly 9) feet of the easterly one hundred
(Ely, 100) feet and all of Lot four (4) in Block eleven (11) in
Youngman and Lamm's Addition, Ramsey Co., Minn., and
WHEREAS, the property described therein is necessary for the opening
and widening of Shepard Road, and the price at which the property may be
purchased is at the total amount of $4,600.00, a fair and reasonable price
according to the appraisal obtained by the Committee on Lands; and
WHEREAS, said committee has recommended the purchase of said property
at the price stated above, as evidenced by the letter of said committee
submitted herewith; now, therefore, be it
RESOLVED, that pursuant to the Section 303 of the Charter of the
City of Saint Paul, the Council of the City of Saint Paul does hereby
authorize the purchase of the land described as:
All of Lot three (3) except the westerly twenty (Wly 20) feet and
except the northerly nine (Nly 9) feet of the easterly one hundred
(Ely 100) feet and all of Lot four (4) in Block eleven (11) in
Youngman and Lamm's Addition, Ramsey Co., Minn.;
RESOLVED, further that the proper city officials are hereby authorized
and directed to pay to Agnes J. Padden, vendor of said property, the sum of
,$4,600.00, said sum to be paid to the aforesaid vendor from PIR Fund 6000,
to be reimbursed from Municipal State Aid Fund No. 64- 194 -09 upon her fur-
nishing a certificate of title and a registered property report continued
to date evidencing good marketable title in Agnes J. Padden, and the total
payment to be made upon tender by said party of an appropriate warranty
deed conveying title to said property to the City of Saint Paul.

Gentlemen:
The City of Saint Paul, acting through its Valuation Engineer,
has negotiated to purchase certain property described as follows:
All of Lot three (3) except the westerly twenty (W'ly 20)
feet and except the northerly nine (N'ly 9) feet of the
easterly one hundred (E'ly 100) feet and all of Lot four
(4) in Block eleven (11) in Youngman and Lamm's Addition,
Ramsey Co., Minn., ace.
Mrs. Agnes J. Padden, owner of the above described lands, has accep-
ted an offer tendered her by the City in the amount of $4,600.00 as
compensation for the sale of the said land to the City.
This property, including land and building which is now vacant, is
needed by the City of Saint Paul for right -of -way for the future
extension of Shepard Road. In view of the reasonable price for
which it can be purchased, said price being the appraised fair and
reasonable market value thereof, we, the Committee on Lands, do
recommend to the Council of the City of Saint Paul that it author-
ize the purchase of said land in lieu of condemnation proceedings
at the price of $4,600.00 as negotiated with the owner.
