05-638Council File # �S' �P3� Green Sheet # -�aa7 3 ' RESOLUTION CITY OF SAINT PAUL, MINNESOTA Presented 1 WIIEREAS, Judy McLaughlin was born in Winnipeg, Canada, to proud parents, Ross and Erin Moir, and her 2 formative yeazs were spent in Fargo, North Dakota, where she became a United States citizen and graduated 3 from NDSU. Judy moved to Saint Paul in the sixties and later married Mike McLaughlin, becoming step 4 mother to 7lively youngsters. Judy and Mike raised two children of their own, David and William McLaughlin. 5 The addition of grandchildren is evidence that the dynasty continues to grow; and 6 WHEREAS, Judy McLaughlin has provided political insight, advice and support to numerous aspiring 7 politicians and elected officials at the local, state and national levels; for more than 15 years, Judy McLaughlin 8 ably served as Chief of Staff and Executive Director of the Minnesota House DFL Caucus, assuring that the 9 needs and interests of Saint Paul were well-represented in the legislature; and 10 WHEREAS, for the past 35 years, Judy McLaughlin has been an outstanding example of civic involvement ll through her participation and leadership on numerous Saint Paul civic organizations including the Historic 12 Preservation Commission, the Riverfront Commission, the Ramsey Hill Association, Sounds of Hope, the Selby 13 Area Business Association and numerous ad hoc task forces and committees; and 14 WHEREAS, Judy McLaughlin has been a strong advocate of neighborhood revitalization and historic 15 preservation first by tescuing a deteriorated prcperty at 275 Suminit and restoring it to its original glory, then 16 through neighborhood activism in the early 70s and 80s where she stood up to drug dealers, pimps, prostitutes 17 and developers seeking to remove and replace grand old homes with suburban-type infill, and where today she 18 continues to urge policymakers to consider the long-term effects of land-use decisions; and 19 WHEREAS, Judy McLaughlin drafted legislation and ]obbied the state to establish the state historic 20 preservation district bill enabling establishment of local districts and was instrumental in creating Saint Paul's 21 Historic Hill District ; and 22 WHEREAS, Judy McLaughlin has successfully operated Summit Manor Reception House for more than 30 23 years, a place for thousands of friends and guests to create fond and long-lasting memories of Saint Paul and 24 Ramsey Hill; and 25 WHEREAS, in her successful small business, Judy McLaughlin has employed and trained hundreds of high 26 school age gifls and boys, and by example, encouraged them to become responsible, reliable and engaged young 27 adults; and b�= �3� WHEREAS, each and every day, Judy McLaughlin is an outstanding role model for daughters, sisters, wives, mothers, step-mothers, independent business owners, volunteers, citizen activists, politicians and elected officials and friends; a woman who has l�ad to withstand terrible personal loss yet continues to hold her head high, living the values she holds deaz; NOW, THEREFORE, BE IT RESOLVED, that the City of Saint Paul congratulates Judy McLaughlin on her more than 35 yeazs of dedicated service to the community and proclaims her birthday, July 18, 2005, Judy McLaughlin Day in the City of Saint Paul.
