THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:

That Section 1.09 Fees for Permits of the Saint Paul Legisla-
tive Code is hereby amended by deleting subsections 3 through 19 in
its entirety and substituting the following in lieu thereof:
3. Buildings and Structures - General Construction - Permit
Fees For:
a. New Buildings
For all new buildings and additions thereto, except one and two
family dwellings and sheds, APIter2 and miscellaneous buildings, the t
permit ee charge shall be at the.rate of one dollar and seventy -five
cents ( 1.75) per thousand cubic feet or fractional part thereof icon
tained n said building or addition thereto.
The cubic content shall be determined from the finished basement
floor slab to the average roof height for peaked roofs cr to the average
height of parapet walls, cornices or other projections in the case of
flat roofs. In no case shall this permit fee be less than five dollars
($5.00). This permit fee is for general construction only and does not
cover other work for which permit fees are provided herein.
b. New Dwellings
For all new one and two family dwellings and additions thereto,
the permit fee charge shall be at the rate of one dollar and fifty
cents ($1.50) per thousand cu}ric feet or fractional part thereof con-
tained in said new dwelling or addition thereto.
The cubic content shall be determined as provided in Section a.
New Buildings .above. In no case shall this permit fee be less than
five dollars ($5.00). This permit fee is for general construction
only and does not cover other work for which permit fees are provided
herein.
C. Sheds, Shelters and Miscellaneous Buildings
For one story sheds, private garages (not attached), open shelter
sheds and miscellaneous buildings and additions thereto, the permit
fee charge shall be at the rate of one dollar and twenty -five cents
($1.25) per thousand cubic feet or fractional part thereof contained
in said shed, shelter or miscellaneous building or addition thereto. i
The cubic content shall be determined as provided in Section a.
New Buildings above. ln'no case shall this permit fee be less than
five dollars ($5.00).

d. Footings and Foundations
Where permits for footings and foundations are granted as pro-
vided in this Chapter, the permit fee charge shall be at the same
rate as provided for new buildings or dwellings above, depending on
the intended use.
The cubic content shall be determined from the top of the
foundation wall to a point six (6) inches above the top of the footing
under the foundation wall, and where no footing is required, to a
p'oint six ( 6) inches above the bottom of the foundation wall.
e. Excavating, Grading and Surfacing
For excavating, grading and surfacing for any building, struc-
ture, plot or area the permit fee charge shall be made at the rate of
five dollars ($5.00) for the first thousand (1,000) square feet or
fraction thereof, plus two dollars ($2.00) for each additional thou-
sand (1,000) square feet or fraction thereof. Where this permit fee
is used in connection with a permit for a building or structure, the
permit fee for excavating, grading and surfacing shall not exceed
three hundred dollars ($300.00).
f. Concrete Sidewalks and Paving
For concrete sidewalks, driveways or ppavin the permit fee charge
shall be made at the rate of five dollars ($5.00}g for the first thou-
sand (1,000) square feet or fraction thereof, plus two dollars ($2.00)
for each additional thousand (1,000) square feet or fraction thereof,
g. Retaining Walls
For retaining wall the permit fee charge shall be made at the
rate of one dollar and fifty cents ($1.50) for each hundred (100)
cubic feet or fraction thereof contained in said retaining wall in-
cluding the footing. In no case shall this permit be less than five
dollars ($5.00) .
h. Alterations and Repairs and Strucures for which Permit Fees
for General Construction Cannot Be Readily Determined By
The Above Methods
For alterations and repairs to any existing building or structure
and for the construction of new structures for which the above methods
of arriving at the permit fee cannot be used, the permit fee charge
shall be made at the rate of five dollars ($5.00) for the first five
hundred dollars ($500.00) or fraction thereof, plus two dollars ($2.00)
for each additional five hundred dollars ($500.00) or fraction proposed
to be expended therefor. To verify the value of work proposed in such
alteration, repair or construction, it shall be the duty of the appli-
cant to submit an estimate of the present market value of such work
including labor, material, equipment, etc. involved; such estimate
shall be checked by the Bureau.
i. Reshingling and Recovering of Roofs
For reshingling and recovering of roofs of any existing building
or structure or part thereof, except for metal decking or metal roofin ,
the',permit fee charge shall be made at the rate of five - dollars ($5.00}
for the first thousand (1,000) square feet or fraction thereof, plus
two dollars ($2.00) for each additional thousand (1,000) square feet
or fraction thereof to be reshingled or recovered.
j. Residing 14
For residing of any building or structure or part thereof, the
permit fee charge shall be made at the rate of five dollars ($5.00)
for the first thousand (1,000) square feet or fraction thereof,•plus
two dollars ($2.00) for. each additional thousand (1,000) square feet
or fraction thereof to be resided.

k. Fire Escapes I
For the erection of fire escapes, the permit fee charge shall ) %,D
be made at the rate of five dollars ($5.00) for each story served
including the roof.
1. Platforms and Seating
For the erection of any temporary platforms or seating in any
assembly or open air public assembly the permit fee charge shall be
made at the rate of fifteen dollars $15.00) per unit.
m. Fences
For the erection of fences, the permit fee charge shall be at
the rate of five dollars ($5.00) for the first hundred (100) lineal
feet or fraction - thereof, plus two dollars ($2.00) for each additional
hundred (100) lineal feet or fraction thereof of such fence.
n. Wrecking of Buildings or Structures
For tearing down and wrecking of any building structure or part
thereof, the permit fee charge shall be made at the rate of seventy -
five cents ($0.75) per thousand (1,000) cubic feet or fraction thereof
contained in said building, structure or part thereof.
The cubic content shall be determined the same as in a. New
Buildings above. In no case shall the permit fee be less than five
dollars ($5.00).
o. Raising and,Shoring pf Buildings or Structures or Moving of
Buildings or Structures on the Same Lot
For raising or shoring any building or structure, or moving of a
building or structure on the same lot, the permit fee charge shall be
made at the rate of five dollars ($5.00) for each five hundred dollars
($500.00) cost or fraction thereof of such raising, shoring or moving
on the same lot.
p. Moving Of Buildings or Structures
For moving buildings or structures from one location to another
over the streets of the City of Saint Paul, the permit fee charge shall
be at the following rates:
Buildings or structures larger than twelve (12) feet high,
fourteen (14) feet wide and twenty -five (2,50 feet long other
than private single or double garages and sheds which are
normally considered as accessory buildings to a dwelling,
sixty dollars ($60.00) per building moved.
Private garages and sheds larger in size than twelve (12)
feet high, fourteen (14) feet wide and twenty- five-(25) feet
long, which are normally considered a building accessory
to a dwelling, twenty -five dollars ($25.00) per building or
structure moved.
Buildings, structures, shelter or garages smaller in size
than twelve 12 feet high, fourteen (14) feet wide and
twenty -five k25) feet long, ten dollars ($10.00) per building
or structure moved.
q. Moving Buildings or Structures From One Location to Another
or Private Property Without Moving Over Streets and Alleys
of the City of Saint Paul
For buildings, structures, garages, shelter or sheds larger
in size than twelve ujj feet high, fourteen (14) feet wide, and
twenty -five (25) feet wM moved from one location to another on pri-
vate property without moving over city streets or alleys, the rper rmit
fee charge shall be at the rate of twenty -five dollars ($25.00

r. Certificate of Occupancy

(1) Original Issue
(a) New Residential Occupancy
For a Certificate of Occupancy for new residential buildings,
the fee charge shall be made at the rate of three dollars ($3.00) per
residential unit with a minimum fee of fifteen dollars ($15.00) and
a maximum fee of seventy -five dollars ($75.00).
(b) Existing Residential Occupancies
For a Certificate of Occupancy for an existing building
being used for residential occupancy the fee charge shall be at the
rate of five dollars ($5.00) per residential unit with a minimum fee
of twent dollars ($20.00) and a maximum fee of one hundred dollars
($100.00:
(c) New Buildings Of Other Than Residential Occupancy
For new buildings of other than residential occu ancy the
fee charge shall be made at the rate of'three dollars ($3.00Y per
thousand (1,000) square feet, with a minimum fee of fifteen dollars
($15.00) and a maximum fee of seventy -five dollars ($75.00).
(d) Existing Buildings Of Other Than Residential Occupancy
For existing buildings of other than residential occupancy
the fee charge shall be at the rate of three dollars ($3.00) per thou-
sand square feet, with a minimum fee of fifteen dollars ($15.00) and
a maximum fee of one hundred dollars ($100.00).
(2) Annual Renewal Fee For Certificate of Occupancy
For annual renewal Certificate of Occupancy the fee charge
shall be made at the rate of one half the rate for the original issue -
as provided in one above but in no case less than ten dollars' ($10.00).
The maximum annual renewal fee for Certificate of Occupancy shall be
twenty -five dollars ($25.00).
S. Dry Wall
For interior dry wall installation the permit fee charge
shall be made at the rate of eight dollars ($8.00) for the first thou-
sand square yards or fraction thereof, plus four dollars ($4.00) for
each additional thousand (1,000) square yards or fraction thereof.
4. Elevators, Dumbwaiters and Moving Stairways
a.- Power Driven Passenger and Freight Elevators
For the installation of new power driven passenger and freight
elevators the permit fee charge shall be made at the rate of forty
dollars for each installation plus two dollars and fifty cents ($2.50)
for each story traversed by such elevator.
b. Hand Powered Freight Elevators
For the installation of hand powered frei ht elevators the
permit fee charge shall be twenty -five dollars 25.00) plus two
dollars and fifty 'cents ($2.50) for each story traversed by such ele-
vator.
C. Sidewalk Lift and Dock Lift
For the installation of a sidewalk lift, or dock lift the per-
mit fee charge shall be made at the rate of twenty -five dollars ($25.00)
per installation.
d. Manlift
For the, installation of a manlift the permit fee charge shall
be made at the rate of twenty -five dollars ($25.00) per installation.'

e. Moving Stairway
For the installation of moving stairways the permit fee charge
shall be made at the rate of fifty dollars ($50.00) per unit.
f. Dumbwaiters
(1) Power Driven
For the installation of a power driven dumbwaiter the
permit fee charge shall be made at the rate of twenty dollars ($20.00)
plus two dollars ($2.00) for each story traversed by such dumbwaiter.
(2) Hand Powered-'Dumbwaiters
For the installation of a hand powered dumbwaiter the
permit fee charge shall be made at the rate of five dollars ($5.00)
plus one dollar for each story traversed by such hand powered dumb-
waiter.
g. Alterations and Repairs to Elevators, Dumbwaiters and Moving
Stairways
For alterations and repairs to existing elevators, dumbwaiters
and moving stairways the permit fee charge shall be made at the rate
of five dollars ($5.00) for the first five hundred dollars ($500.00)
or fraction thereof, lus two dollars ($2.00) for each additional
five hundred dollars $500.00) or fraction thereof proposed to be ex-
pended therefor.
h. Annual Inspection Fee
The annual inspection fee for each power driven passenger or
freight elevator, hand powered freight elevator, sidewalk elevator,
manlift, dumbwaiter or other elevator equipment shall be charged at
the following rate.
(1) Power Driven Passenger or Freight Elevator - Ten Dollars
(10.00) per year.
(2) Hand.Powered Freight Elevator - Seven Dollars and fifty
cents ($7.50) per year.
(3) Manlift - .Seven dollars and fifty cents ($7.50) per year.
(4) Sidewalk lift, Dock Lift, etc. - Seven dollars and fifty'
cents ($7.50) per year.
(5) Moving Stairways - Seven dollars and fifty cents ($7.50)
per year.
(6) Power Driven Dumbwaiter - Seven dollars and fifty cents
($7.50) per year.
(7) Hand Powered Dumbwaiters - Five dollars ($5.00) per year.
5. Electrical Work
For electrical work the permit fee charge shall be made at
the following rates.:
a. The minimum permit fee for electrical work shall be
three dollars ($3.00).
b. Service -- New service,,change of service, temporary
service, feeders and sub - feed -ems or addition, alteration, or repair
on either primary or secondary service shall be computed as follows:
Up to and including 60 ampere service -- ,$4.001• \;,
61 amperes to and including 100 ampere capacity -- $6.Q0
101 ampere to and including 200 ampere capacity -- $8.00

For each additional 100 ampere capacity or fraction
thereof -- $2.50
c. Circuits -- Installation of new circuits, and additions,
alterations or repairs to existing circuits shall be computed.as
follows:
Up to and including 30 ampere capacity -- $1.50,
31 to and including 60 ampere capacity -- $2.50
61 to and including 100 ampere capacity -- $3.50
For each additional 100 ampere capacity or fraction
thereof -- $2.00
d. Transformers and generation for light, heat and power
shall be computed separately at $:3.00 per unit plus 25 cents per KVA
or fraction thereof up to 100 KVA, plus 10 cents per KVA or fraction
thereof from 101 KVA to 200 KVA, plus 5 cents for each five KVA or
fraction thereof in excess of 200 KVA. The maximum permit fee for
any transformer or generator shall be $50.00. The above fee for
transformers includes its secondary circuit to the first part of dis-
tribution.
e. Alterations, Repairs or Extension of Electrical Work
For any alterations, repairs or extension of an existing elec-
trical system where the work is of such a nature that the fees for.
permit cannot be determined from the above schedule, the permit fee
charge shall be made at the rate of five dollars ($5.00) for the ,
first five hundred dollars ($500.00) or fraction thereof, plus two
dollars ($2.00) for each additional five hundred dollars ($500.00) or
fraction thereof of the total market value of such alteration, repair
or extension.
6. Gas Burner Work
a. Gas Burner Equipment Except Hot Water Heaters
For the installation of gas burner equipment except hot water
heaters, the permit fee charge shall be made at the rate of seven
dollars and fifty cents ($7.50) for the first 100,000 BTU per hour
input or fraction thereof plus one dollar and twenty -five cents ($1.25)
for each additional 100,000 BTU per hour input or fraction thereof.
In no case shall the permit fee for a gas burner installation
exceed one hundred twenty -five dollars ($125.00) for each gas burner
installed. Where standby or dual fuel burners are provided for one
installation and the application for permit for both gas and oil burners
are made simultaneously, the maximum combined permit fee for each set
of gas and oil burners shall not exceed two hundred dollars ($200.00).
b. Alteration, Repair or Extension of Gas Burner Equipment
For any alteration, repair or extension of existing gas burner
equipment, or for the installation of gas burner equipment for which
the work of such a 'nature that the fee charge cannot be determined by
the above method, the permit fee charge shall be made at the rate of
five dollars ($5.00) for the first five hundred dollars ($500.00) or
fraction thereof plus two dollars ($2.00) for each additional five
hundred dollars $500.00) or fraction thereof of the total market
value of such alteration, repair, extension or installation.
7. Gas Piping and Ap#±z=at±on
a. Installation of Gas Piping And Repairs or Alterations To

For the installation of the

light or power to a building or structure, the permit fee charge shall
be made at the *rate of five dollars ($5.00) for the first five hundred
dollars or fraction thereof, plus two dollars ($2.00) for each addi-
tional five hundred dollars or fraction thereof of the total market
value of such gas piping installation,'alteration or repair.
b. Gas Appliances Other Than Heating and Process Equipment
For installation of gas appliances other than heating and
process equipment, the permit fee charge shall be made at the rate
of five dollars ($5.00) for the first 100,000 BTU per hour input or frac-
tion thereof plus one dollar and twenty -five cents ($1.25) for each ad-
ditional 100,000 BTU input or fraction thereof.
8. Oil Burner
a. Oil Burner or Oil Burner Equipment
For the installation of an oil burner or oil burning equipment
the permit fee charge shall be at the rate of seven dollars and fifty
cents ($7.50) for the first 100,000 BTU input capacit or fraction
thereof, plus one dollar and twenty -five cents ($1.251) for each addi-
tional 100,000 BTU per hour input or fraction thereof.
In no case shall the permit fee for an oil burner installation
exceed one hundred twenty -five dollars ($125.00). Where standby or
dual fuel burners are provided for one installation-and the appli-
cations for both gas and oil burners are made simultaneously, the
maximum combined permit fee for each set of gas and oil burners shall
not exceed two hundred dollars ($200.00).
b. Alterations, Repairs or Additions �,
For any alterations, repairs or additions to any existing oil
burner or oil burning equipment the permit fee charge shall be made
at the rate of five dollars ($5..00) for the first five hundred dollars
($500.00) or fraction thereof plus two dollars ($2.00) for each addi-
tional five hundred dollars (1500.00), or fraction thereof of the
total market value of such alterations, repairs or addhtions.
9. Plastering Work
a. Plastering or Stucco Work
For installing or refinishing of interior or exterior plastering
or stucco including all types of lathing, the permit fee charge shall
be made at the rate of eight dollars ($8.00) for the first 1,000 square
yards or fraction thereof, plus four dollars ($4.00) for each additional
1,000 square yards or fraction thereof of such installation or re-
finishing of plaster or stucco.
10. Plumbing Work
a. Plumbing Fixtures, Devices and Connections
For the installation of plumbing work the ermit fee charge
shall be made at the rate of three dollars ($3.00Y for each permit
plus two dollars ($2.00) for each plumbing fixture; device or connec-
tion to the sewer or plumbing system.
b. Installation of Sewer Line
For the installation of a sewer line from the building, struc-
ture or area to the public sewer or private disposal system, the per-
mit fee charge shall be a flat seven dollars and fifty cents ($7.50)
for each installation.
C. Installation of Septic Tank

shall be three dollars ($3.00) per installation.
e. Alterations, Repairs or Extension
For any alteration, repair or extension to an existing plumbing
system, where the work is of such a nature that the permit fee charge
cannot be determined from the above schedule, the permit fee charge
shall be made at the rate of five dollars ($5.00) for the first five
hundred dollars ($500.00) or fraction thereof, plus two dollars ($2.00)
for each additional five hundred dollars ($500.00) or fraction thereof
of the total market value of such alteration, repair or extension.

11. Refrigerate- Equipment Installation
a. Refrigeration Equipment Install &tion Less Than 100,000 BTU
For the installation of refrigeratet, equipment under 100,Q00 BTU
per hour capacity, the permit fee charge shall be at the rate of five
dollars for the first 10,000 BTU per hour input capacity or fraction
thereof plus one dollar for each additional 10,000 BTU per hour or
fraction thereof up to 100,000 BTU per hour input capacity.
b. Refrigeration Equipment Installation -- Over 100',000 BTU
For the installation of refrigeration equipment over 100,000
BTU per hour in ut capacity the permit fee charge shall be fifteen
dollars ($15.00 for the first 100,000 BTU per hour input capacity
plus two dollars ($2.00) for each additional 100,000 BTU per hour
input capacity or fraction thereof.
c. Alterations, Repair or Extension of Refrigeration Equipment
For the alteration, repair or extension of an existing refrig-
eration equipment where the work is of such a nature that the permit
fee charge cannot be determined from the above, the permit fee charge
''shall be made at the rate of five dollars ($5.00) for the first five
hundred dollars ($500.00) or fraction thereof, plus two dollars ($2.00)
for each additional five hundred dollars ($500.00) or fraction thereof,
of the total market value of,such, alteration, repair or installation._

12. Signs, °Bi °llboards Marquees and Awnings
a. Wall Signs Placed Flat on Building and Roof Signs
For the erection of a sign placed flat on a building or struc-
ture or on the roof of a building or structure the permit fee charge
shall be made at the rate of ten'dollars ($10.00) for the first one
hundred (100) square feet of area or fraction thereof, plus five dollars
($5.00) for each additional hundred (100) square feet or fraction there-
of of such sign.
b. Projecting Signs and Free Standing Signs
For the erection of a sign projecting out from the face of a
building or structure and for any free standing sign the ermit fee
charge shall be six dollars ($6.00) for each twenty -five (25) square
feet up to one hundred (100) square feet plus three dollars ($3.00)
for each additional twenty -five (25) squire feet in excess of one hun-
dred (100) square fe=t.

For the erection of any billboard not.exceeding 600 square
feet in area, the permit fee charge shall be made at the rate of
twenty -five dollars ($25.00) for each such billboard, plus two
dollars and fifty cents ($2.50) for each 100 square feet in excess
of 600 square feet or fraction thereof. Double -deck billboards
shall be considered as independent billboards.
e. Awnings -- Fixed or Drop Projecting Over Public Property
For the erection of fixed or drop awnings projecting over
any sidewalk, alley or public property, the permit fee charge shall
be ten dollars ($10.00) for each such fixed or drop awning.
13. Steam Fitting Work
a. Steam or Hot Water System
For the installation or extension of steam and hot water heating
systems and steam process or power system the ermit fee charge shall
be made at the rate of fifteen dollars ($15.00 for the first 200,000
BTU per hour input capacity or fraction thereof plus two dollars
($2.00) for each additional 100,000 BTU per hour or fraction thereof.
b. Alterations, Repairs or�AdditionAExisting Systems and for
New Systems Not Included Above
For any alterations, repairs or addition to an existing steam
or hot water system or for any new installation where the work is of
such a nature that the permit fee charge cannot be determined from
a. above the ermit fee charge shall be made at the rate of five
dollars 45.00 for the first five hundred dollars ($500.00) or frac-
tion thereof, plus two dollars ($2.00) for each additional five hundred
dollars ($500.00) or fraction thereof of the total market value of the
work involved. $ k
14. Warm Air Heating and Ventilation
a. Gravity Warm Air Heating System
For the installation, alteration, repair or replacement of a
gravity warm air heating system,'t�he permit fee charge shall be made
at the rate of ten dollars ($10.00) for each such installation, altera-
tion,,repair or replacement.
b. - Mbchan "ical Warm Air Heating System
For the installation of mechanical warm air heating system, the
permit -fee charge. shall be made at the rate of fifteen dollars ($15.00)
for the first'200�000 BTU per hour input capacity or fraction thereof,
plus two dollars $2.00) for each additional 100,000 BTU per hour or
fraction thereof.
c. Multiple Fan Ventilation System -- Each Fan Under 250 CFM
Capacity
For the installation of a single or multiple fan systems, where
each fan has a capacity of less than 250 CFM the permit fee charge
shall be made at three dollars ($3.00) for the first fan plus one
dollar ($1.00) for each additional fan in a building or structure.
d. Ventilation Systems, Dust Collection Systems, Air Drying
Systems, Air Conveying -Systems, etc.
For the installation of ventilating systems other than systems
covered in c. above, dust collecting system, air drying systems, air
conveying systems, etc., the permit fee charge shall be made at the-'
rate of ten dollars ($10.00) for the first 3,000 cfm or fraction there-
of plus one dollar and fifty cents ($1.50) for each additional 1,000
cfm capacity or fraction thereof.

e. Alterations, Repair and Extension to Warm Air Heating and
Ventilating Systems
For the alteration, repair or extension of an existing warm
air heating and ventilating system or for the installation of a new
system where the work is of such a nature that the permit fee cannot
be determined from the above, the permit fee charge shall be made at
the rate of five dollars ($5.00) for the first five hundred dollars
($500.00) or fraction thereof plus two dollars ($2.00) for each addi-
tional five hundred dollars ($500.00) or fraction thereof of the mar-
ket value of the work.
15. General, Sheet Metal Work
a. For the installation of Metal Roof Decks, Metal Roofs and
Metal Siding
For the installation of metal roof decks, metal roofs or metal
siding etc., the permit fee charge shall be made at the rate of five
dollars ($5.00) for the first 1,000 square feet or fraction thereof
plus two dollars ($2.00) for each additional 1,000 square feet or
fraction thereof.
b. For the Installation, Alteration, Repair or Addition of
General Sheet Metal Work Other Than Above
For the installation, alteration, repair or addition of general
sheet metal work other than indicated in a. above the ermit fee
charge shall be made at the rate of five dollars ($5.00 for the first
five hundred dollars ($500.00) or fraction thereof plus two dollars
($2.00) for each additional five hundred dollars ($500.00) or fraction
thereof of the market value of the work.
16. Domestic Portable Incinerator
For the installation of each domestic portable incinerator the
permit fee charge shall be made at the rate of five dollars ($5.00)
for each installation.
17. Commercial and Industrial Incinerator
For the installation of commercial or industrial incinerator
the permit fee charge shall be made at the rate of twenty dollars
($20.00) for each installation.
18. Fire Extinguishing Equipment
a. For Standpipe Installations
For the installation of standpipes, the permit fee charge shall
be made at ten dollars ($10.00) for each standpipe, plus one dollar
'($1.00) for each story above five stories to which the standpipe ex-
tends.
b. For Sprinkler Equipment
For the installation of sprinkler equipment the permit fee charge
shall be made at the rate of five dollars ($5.00) for the first ten
sprinkler heads or fraction thereof plus one dollar ($1.00) for each
additional ten sprinkler heads or fraction thereof.
c. Alteration, Repair or Extension of Standpipe or Sprinkler

For the alteration, repair or ext4�sion of standpipe or sprinkler
systems where the work is of such a nature that the permit fee charge
cannot be determined from a. and b. abovo the permit fee charge shall

19. Coal Burner Work
For the installation of coal burning equipment, the permit fee
charge shall be made at the rate of seven dollars and fifty cents
($7.50) for the first 100,000 BTU per hour input capacity or fraction

tional 100,000 BTU or fraction thereof. .
SECTION 2
This ordinance shall take effect and be in force thirty days
from and after its passage and publication.

In connection with the revised building permit fees under Section
1.09 of the St. Paul Legislative Code, we are writing this letter
as an explanation and estimate of the receipts.
Assuming that the volume of construction due to tight money will
be down 10% from the 1965 figures and applying the increased per-
mit fees to that volume of work, the expected increase in income
from permit fees would be $97,000.00. In addition, if the Certi-
ficate of Occupancy is required on all existing buildings other
than one and two family dwellings, it is estimated that an addi-
tional income of $160,.000.00 would be obtained. It should be
understood that the income from assumed Certificates of Occupancy
cannot be obtained unless additional inspectors are authorized to
the Bureau of Public Buildings so that the required inspections
can be made as now required by the Charter and the Legislative
Code.

The increase in building permit fees are necessary to offset the
increased cost of inspection and administration due to salary in-
creases which have been granted since the last general revision of
the permit fee schedule.
