RESOLVED, by the Council of the City of Saint Paul, that
upon the recommendation of the City's Health and Welfare and
Insurance Committee, and pursuant to the provisions of Chapter
296, Laws of Minnesota for 1965, the Council hereby establishes a
group health insurance program for those employees of the Department
of Public rSafety who are members of the Saint Paul Police Relief
_Association and the Saint Paul Fire Department Relief Association
and who retire from City employment after reaching age 58 and
prior to reaching age 65, and having not less than thirty years
of service with the Public Safety Department of the City of Saint '
Paul; and any of such employees who retires after the effective date
of said Chapter 296, Laws of Minnesota for 1965, April 30, 1965,
is authorized to insure himself and his dependents under a City
group coverage program on a retiree -pay Pasis pursuant to an �T
agreement between the City of Saint Paul and Minnesota Hospital '
Service Association with reference to hospital coverages, and St..� '
Paul Fire & Marine Insurance Company with respect to in- hospital
medical and surgical coverage; be it
FURTHER RESOLVED, That any such former employees of the
Public Safety Department who retire hereafter under the conditions ''4.b:;
heretofore set forth and who fail to participate in such prograja
shall be ineligible for coverage under the fe ular Cit y retiree. , � A
group health and welfare program upon reaching age 65 and, convertse',).y,
those individuals who retire under the aforementioned conditions
who do elect to partidpate in such programs shall be eligible for
participation in the regular City's retirees group program upon
reaching age 65, with City -pay coverage for.such program to the•
extent permitted by law; be it
FURTHER RESOLVED, that the aforesaid program is established t
on a direct billing basis, with billing to be sent to the City
retiree by The Minnesota Mutual Life Insurance Company; and be.it
FURTHER RESOLVED, That the City Clerk is directed to send
copies of this Resolution to the City's Health and, Welfare insurance
carriers, Minnesota Hospital Service Association, the St. Paul Fire
