Peterson Sept. 8, 1966 Commissioner of Public Works St. Paul, Minn. 55102 Dear Commissioner, I am writing this letter in regards to the grade of Ivy and DeSoto Ave. I live at 1322 DeSoto, and my Mother -in -law, Mrs. Mary Kinder-, at '467 E. Ivy. We are both below road level. When I bought my lots from Mrs. Kinder we we're both assured by the Public Works Department that the streets would be lowered below our present lot levels. My Bank and , my Contractor also inqumred and were told that the streets would be lowered. This grade was established in 1917, and was still in effect in 1956 when I built My Home. Mrs. Kinder has lived at her present address for over 40 years. All hedges, trees and shrubs were putin lot level to-be ready for the change, which we knew would eventually come. For instance, the hedge on one side of my•home is over 30 years old. We were all also told that DeSot would be lowered, for :North of ` Ivy the grade drops very sharply. In the word.,, of one of the men irk your office," Unless we take off the top of DeSoto we will have another � i Ramsey " Hill" . ` We all know that the area Nof;th of Ivy and East; and, Westcsof DeSoto, will be developed. It is one of the few remaining areas open }n §t. Paul. So, we know that DeSoto will go through to Arlington Ave. I would like to add that I have• lived`in this area all,of my life. I, as well as my neighbors, have always known,that,DeSototand_lvy were to be cut down. ` Yours t 1@or W Johnson 1322 DeSoto St. St. Paul, Minn. 55101 E t September 8, 1966 City Council of the City of St. Paul Gentlemen: We, the undersigned, were very much disappointed with the hearing on the order for grading De Soto and Ivy Streets that was held in your chambers on Wednesday, September 7. We were with the understanding that a vote of the property owners would be taken and we had a list of names of the people who were in favor of it. Now we are writing to you so that you may know how we feel. It is a shame for anyone in this city to be below grade and to have a cesspool. We certainly need a permanent water main to protect us in case of fire and household needs. The dirt and dust the cars leave behind is unhealthy. The street is a hazard to autos on account of deep chuck holes. The drainage is such that it floods some basements. We believe that the grade proposed by the engineering staff is beneficial to all property owners if the streets are improved.
