.Whereas, The City Architect has requested the City Council
to hold a public hearing to consider the advisability and neces-
sity of the correction or wrecking and removal of the one and
one -half story single family dwelling at 908 Selby Avenue, more
particularly described as Lot 5, Block 3, Brown1s First Addition,
because said structure is reported to constitute a hazardous
structure, and ,
Whereas, It appears that the last known record owner,of the
property is Michael J. Kelly, deceased, and the following appear
to have an interest of record: Donald L. Lais, court - appointed
Executor, and John R. Person, attorney handling the probate of
Mr. Kelly's estate; therefore be it
Resolved, That a public hearing be held by and before the
Council of tho-(City of Saint Paul, in the Council Chambers of
the Court House mn2i City Hall, in said city at ten o'clock A.M.
on Tuesday, December-13, 1966, to consider the advisability and
necessity of ordering the correction or wrecking and removal
of the structure on the above described property because said
structure is reported to constitute a hazardous building and
a hazard to public health, safety and welfare; be it

Gentlemens
The following is a report of the Building Department on conditions
of the property known as 908 Selby Avenue. Tl�e record owner is,
Michael J. Kelly, deceased; and the following appear to have an
interests Donald L4 Lais, court - appointed Executor, and John R*
Person, attorney handling the probate of Mr. Kelly4s estate.
The legal description of the property is, Lot 5, Block 3, Brown's
First Addition.
Inspection was made September 20, 1966. The building as described
above is a single family dwelling, of frame construction, one and
one -half stories in height, and has a partial basement* The build-

ing is approximately 24 feet wide, 48 feet long and 30 feet high,

is located on the front center of the property, and there are no
accessory buildings on -the lot. The following are items concern-
ing conditions of this property as noted by our inspector during

EXTERIOR

The wood siding is in a deteriorated condition, with sections miss-
ingsexposing rotted sill construction. The front porch support has
been removed, causing•one end of the porch to drop free. One of
the supporting posts holding the roof of the porch has been removed.
Many of the windows in the building are broken and there is evidence.,
that the window sills are rotting,
BASEMENT
The basement is approximately 24 feet x 10 feet. The limestone`

stones are loose, the first floor joists, where they bear on the
stone foundation, show evidence of rotting condition. There is
standing water on the basement floor and a large accumulation of
debris. The basement stairs are in poor condition, with the treads
badly worn and loose.
FIRST FLOOR
The first floor contains five rooms -- the floors in all the rooms
have heaved, caused by an.excessive moisture condition expanding
the hardwood flooring, The plaster is badly cracked and loose, the
doors are broken and the he
sink is inoperable.
SECOND FLOOR
The second floor contains four rooms and bath} The plumbing is not
usable as part of the piping has been removed. The plaster through-
out is badly cracked and - loose..
ELECTRICAL SYSTEM
The light fixtures are broken, some are memovedi.there is hazardous
wiring in the basement,' and there is a lack of wall outlets through-
out the building.

The heating is by a hot water boiler and the bottom sections of the
boiler are badly rusted due to being in the standing water in the
basement for a considerable length of time.
At the time of inspection there was no personal property of any
value in the building; however, there are several junked cars in
the rear yard., The cars appear to be inoperable as the wheels
are missing, and various body parts are also missing..
Therefore, it is the conclusion of the Bureau of Public Buildings
that by reason of inadequate maintenances dilapidation, physical
damagei, unsanitary condition and abandonment that this building
constitutes a hazard-to public health, safety and welfare. It is
the further recommendation of the City Architect that the Council
hold a public hearing a,t ten oyclock A.M. on Tuesday, December 13,
1966 to consider the advisability and necessity of ordering the
correction or wrecking and removal of the structure on the subject
property, and that the City Architect, on behalf of the City
Council, notify by mail the record owner of the property in question
at the last known address, as well as other interested persons of
record, of the date and time of this hearing.
